We have an opening for an Emergency Response Lead. You will be responsible for providing highly advanced technical and administrative direction to staff responsible for all technology used in emergency management incident response, including ensuring the Emergency Operations Centers and emergency management response equipment is operable and reliable; redundant systems are available to provide Lab wide protective action instructions; creating a workforce outreach to build an understanding of possible actions needed and special planning, equipment and staffing for the response to natural disasters. You will ensure that the LLNL Emergency Response Organization, emergency facilities and equipment, and emergency planning and procedures are adequate at both sites in responding to a broad spectrum of possible events including disasters, and emergencies. This position is in the Emergency Program Organization in the Emergency Management Department. You will conduct occasional work at Site 300 in Tracy, Ca.

Essential Duties
- Provide highly advanced technical and administrative leadership for a workforce who areresponsible for establishing technical requirements, procurement and maintenance of all technology used in emergency management incident response including the Information Management System, Lab wide cloud-based automated notification system, digital accountability system, diverse and redundant communication systems, and seismic and radiation monitors.
- Provide technical advice and direction of technical or operational tasks and response efforts of a large multi-disciplinary and diverse team of engineers, associates, and technicians trained to respond to emergencies.
- Lead and direct others who maintain disaster planning, disaster supplies staged across the Laboratory, and hundreds of disaster volunteers.
- Develop new ideas, modify approaches, and conduct strategic planning for emergency response with the integration of emerging technology, responders, facilities and equipment, and emergency procedures.
- Manage the facility emergency program with all LLNL Programs to maintain facility emergency plans and qualified Building Emergency Coordinators.
- Participate and respond to actual emergencies as a member of the Emergency Response Organization.
- Develop and administer an operational budget, including allocation, prioritization and balancing of resources.
- Lead groups of technical and administrative personnel in conducting assessments, emergency drills, and other data collecting activities for continuous improvement.
- Perform other duties as assigned.

- Bachelors degree in engineering technology, science, business, or other relevant field, or an equivalent combination of education and related experience.
- Advanced technical leadership skills and significant experience leading and/or directing the technical work of others responsible for establishing technical requirements, procurement, and maintenance of all technology used in emergency management incident response.
- Extensive experience in emergency management programs including the ability to lead the application and development of creative solutions to a diverse range of highly complex emergency planning issues; and advanced knowledge of DOE Order 151.1D, Comprehensive Emergency Management System, requirements.
- Extensive experience and highly advanced technical knowledge of the operations of an Emergency Operations Center and the associated technology; significant experience applying a broad understanding of scientific and technical disciplines, including safety, engineering, operations, and maintenance.
- Advanced technical, critical thinking, and decision-making skills necessary to independently advise and recommend appropriate actions and implement solutions to solve complex technical issues, such as combining responders, equipment and processes into an adequate emergency response.
- Ability to work collaboratively, effectively, and diplomatically in a diverse team environment and to cultivate and foster strong working relationships with diverse team members, emergency response personnel, Laboratory management, and external contacts.
- Highly advanced communication skills both verbal and written, facilitation, and collaboration skills necessary to effectively present and explain complex technical information
- Ability to respond to an off-hour emergency; ability to travel to both sites.

Desired Qualifications
- Masters degree in a scientific or engineering discipline.
- Significant experience managing regulatory interpretation and implementation of Department of Energy and Federal regulations.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.

Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
