We have an opening for an Emergency Management Technical Planning Basis Engineer. You will serve as the primary source for providing the technical basis for emergency planning at the Lawrence Livermore National Laboratory (LLNL). This position is in the Emergency Programs Organization (EPO) of the Emergency Management Department.
This position will be filled at either the TSS.3 or TSS.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
Essential Duties
- Develop written technical reports and procedures and maintain Emergency Planning Hazards Assessments (EPHAs) for those LLNL facilities containing significant hazardous materials, which involves the application of rigorous hazards analysis techniques.
- Develop and maintain Emergency Action Levels (EALs) that provide a fast approach to the categorization and classification of Operational Emergencies as defined in DOE Order 151.1D.
- Integrate the technical analysis of EPHA facilities into LLNL emergency planning and documents.
- Interact with all levels of personnel internal and external to the Laboratory, including colleagues, program and facility managers, senior management, technical staff, scientists and engineers, clients and customers.
- Serve as a technical expert in formal and ad hoc groups assembled to address complex technical issues in the analysis of hazardous facilities. Provide solutions using in-depth analysis to those complex issues/problems.
- Maintain the LLNL Hazards Survey report, which is based on an examination of the facility features and hazardous materials inventories of each LLNL facility, the identification of generic types of emergency events and conditions, including natural phenomena, and the potential impacts of such emergencies.
- Respond to actual emergencies as a member of the Emergency Response Organization and become qualified as an Emergency Management Duty Officer (EMDO) and participate in the EMDO program. EMDOs participate in an off-hour duty rotation.
- Perform all requirements in accordance with ES&H, security, and business practice requirements and policies.
- Perform other duties as assigned.
In Addition, at the TSS.4 Level
- Represent the EPO management and lead other technical staff members.
- Direct programmatic reviews and assessments.
- Serve as the primary technical contact and advisor to interface with EPO management, senior staff, internal customers and clients, and external sponsors.
- Bachelors Degree in engineering or a related technical field, or an equivalent combination of education and significant related experience.
- Advanced knowledge and significant experience in the analysis of hazards and consequence modeling software programs for hazardous and radiological materials.
- Significant experience in the operations of hazardous facilities.
- Advanced knowledge in emergency planning.
- Experience authoring technical and scientific reports, publications, and complex data.
- Advanced verbal and written communication and interpersonal skills necessary to effectively collaborate in a team environment and present and explain technical or operational information, provide advice to management, regulators, reviewers, and stakeholders.
- Advanced knowledge and experience in the application and development of technical and/or operational principles, concepts, and techniques to independently contribute to projects, which require advanced critical thinking and decision-making skills and ability to provide solutions to complex technical planning basis problems.
- Ability to work flexible schedules, including 24-hour on-call duty shifts and weekends in order to become qualified to participate in the EMDO Program.
In Addition, at the TSS.4 Level
- Subject Matter Expert knowledge and experience in the analysis of hazards and consequence modeling software programs for hazardous and radiological materials.
- Ability to direct and lead technical or operational projects, including the development, application, and implementation of technical planning basis creative and highly complex solutions, principles, theories and concepts.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, external sponsors, regulators, reviewers, and stakeholders.
Desired Qualifications
- Emergency Programs experience at other DOE or Nuclear Regulatory Commission-regulated facilities.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
