The City of Naperville’s Department of Public Utilities - Electric seeks a degreed electrical engineer for the Standards Engineer role in its Utility Engineering division.  

Naperville is the 4th largest City in Illinois.  The city-owned electric utility maintains 16 substations and 1000 miles of transmission and distribution lines (of which 93% are underground), and a 400 MW peak demand / 1,500,000 MWH annually.  A decade ago, Naperville modernized its electric grid with the installation of 57,000 smart-meters and a wireless & fiber-optic backbone.  The Smart Grid initiative allows the utility to better analyze electricity consumption and offer an associated portal to its electric customers.  The utility installed a (first-of-its-kind) substation circuit breaker and has integrated conservation voltage reduction software.

We search now for an Electrical Engineer to perform professional engineering work related to the design of electric utility system development and improvements.  The Electrical Engineer – Standards reviews plans and specifications for utility system construction and provides professional electrical engineering consultation on construction in progress.

The full salary range for Electrical Engineer is $65,136 – 102,841.  Employment offers are at levels commensurate with related professional experience.


The Electrical Engineer - Standards is responsible for the design of electric distribution and/or substation systems.   You will prepare plans and specifications, direct drafting work as needed, and coordinate designs with other electrical or City projects. You will examine unit field failures and involve unit manufacturers (when applicable) to have them analyze failed units.  Research and evaluate new products and equipment for Transmission & Distribution system implementation.   You will provide technical support to System Control for rating 34KV sub-transmission lines by utilizing thermal capacity software. 

 As the Standards Engineer, you will also: 

  • Work with the Warehouse Supervisor to resolve inventory and material issues. 
  • Work with System Control to monitor system outages in order to identify and study trends and implement system improvements. 
  • Review projects prepared by subordinates; coordinates work load.
  • Develop, modify and/or revise Electrical Construction Standards and related manuals for electrical system construction. 
  • Report project status to management.  Maintains project and personal activity records relating to each project.
  • Attend and/or schedule various meetings including pre construction, coordination and conceptual design (for the Internal Review Team).
  • Evaluate new engineering software packages; recommend usage and train engineering personnel accordingly.
  • Assist engineers in new business, maintenance, and power quality groups with the engineering specifications or construction issues. 
  • Prepare and reviews material and equipment specifications for procurement.   Evaluates bid proposals from vendors and provides recommendations. 
  • Facilitate Standards Review monthly meetings with construction and warehouse representatives to discuss field, inventory and construction standard issues or concerns and discuss new field demonstrations and trials.
  • Provide support to Distribution Division to investigate, diagnose and test URD Cable.



At a minimum, applicants must possess: 

Bachelor's degree in Electrical Engineering or Electrical Engineering Technology required.  

  • One to three years of experience in a related field  
  • The ability to obtain Professional Engineering License.   
  • A valid State of Illinois Class D Drivers’ License


Preferred candidates may possess demonstrated experience handling projects, and electric utility knowledge/familiarity.


Helpful knowledge includes that of electric utility systems design (including distribution lines, transmission lines, substations and protective relay packages), and knowledge of electrical engineering theory, National Electric Code, National Electric Safety Code, and other applicable laws and regulations.   Knowledge of civil engineering and surveying.


Skills in effective communication (both verbal and written), and in expressing technical functions in non-technical terms are ideal.  Skills in documenting processes and creating user manuals & training materials are directly relevant to the job.  


Additionally, desired are abilities to use Excel, Access and/or similar products to query, manipulate, and analyze data; to work oftentimes independently while maintaining positive, effective relationships within a cohesive team environment; to function/interact effectively with vendors in order to troubleshoot issues; and to coordinate and prioritize multiple projects.
