Lawrence Berkeley National Laboratory (LBNL) is seeking an experienced Electrical Codes & Standards Compliance Professional to serve as the Subject Matter Expert for field validation of inspection and work as part of the Electrical Authority Having Jurisdiction program. In this position, you will review and route all energization plans, Mechanical/Electrical Validation and Authorization Package submittals, and Method of Procedure, as well as ensure compliance requirements are achieved for electrical equipment and system installations. This position will apply Facility Engineering concepts and LBNL policies and procedures to solve a wide range of difficult problems in imaginative and practical ways for construction projects at Berkeley Lab.


What You Will Do:

• As the Subject Matter Expert, ensure the Facilities Division policies, procedures and standards, electrical and fire safety codes, and other safety-related procedures are in compliance of Department of Energy (DOE) Orders and industry standards. 

• Review project designs, construction and specification documents for electrical equipment and system installations for code and specification compliance. Provide investigation, research and professional engineering direction as to code and specification compliance in addition to testing and safety/equipment/installation equalivances when requested.

• Review all Energization plans, Electrical Validation and Authorization Package submittals, Method of Procedure (switching tag), Test and Inspection records prior to energization, and develop Validation Memorandums for contingent items.  

• Develop Inspection Matrices for electrical installation inspections/witness test, electrical testing requirements and energization procedures per contract documents.   

• Develop and review prescriptive testing and inspection requirements for designs, installations and IOR inspections. 

• Ensure compliance with applicable LBNL, Federal, DOE, State of California, NFPA, and industry design standards, codes, regulations, orders, and directives.

• Use computer-aided drafting, spreadsheet, and word processing software programs to prepare installation standards, specifications and other electronic files to satisfy project-specific requirements.


What is Required:

• Bachelors’ degree in Electrical Engineering or a related field, plus 4+ years of relevant work experience in the electrical or related field; or an equivalent combination of work experience and education. 

• California Professional Engineer (PE) license in the electrical or related field. 

• In lieu of PE, both a valid International Association of Electrical Inspectors (IAEI) Plans Reviewer and IAEI Electrical Commercial Inspector certifications with relevant work experience will be considered.

• Strong demonstrated experience in electrical design, plan review and field evaluation of electrical installations for code and standards compliance of office buildings, research laboratories, building utility centers, medium and low voltage power distribution systems. 

• Knowledge of applicable industry and regulatory standards, National Electrical Code, safety codes, design standards and environmental regulations pertinent to the electrical engineering discipline [i.e., 10 CFR 851, OSHA standards, the Institute of Electrical and Electronic Engineers’ (IEEE) National Electrical Safety Code (NESC) (IEEE/ANSI C-2), NFPA 70, NFPA 70E, and applicable DOE electrical safety standards, including ability to interpret and apply to plan reviews and issues resolution.

• Proven electrical design experience in preparing construction documents for projects involving specifications, medium and low voltage power distribution, raceway layout, underground duct bank, lighting, grounding, control schematics, connection diagrams, telephone, paging, fire alarm, CCTV, intercom and security access systems. 

• Effective writing, public speaking, presentation and interpersonal communication skills. 

• Flexible to work weekends and holidays in accordance with the planned work schedule or as needed or assigned.  

• Ability to climb ladders and perform site walk-throughs, at times around hazardous systems and equipment, to investigate as built conditions for the design documents and to inspect construction, equipment, systems, and structures.


Additional Desired Qualifications:

• Advanced degree in a related discipline.

• Knowledgeable on review, evaluation, application and enforcement of electrical and fire safety codes and standards.
