We have an opening for a Program Manager (PM) in the Energy and Homeland Security Program, or E Program, to execute an integrated national-level program that furthers LLNLs role as a unique asset for the nation and leads to a clearly defined long-term presence in energy and homeland security. The E Program develops, integrates, and applies science and technology and policy expertise to national problems in energy and operational capabilities to defend our nation, its people and its infrastructure. Current major sponsors include the DOE applied energy offices - Office of Energy Efficiency and Renewable Energy; the Office of Fossil Energy; and the Office of Cybersecurity, Energy Security, and Emergency Response; the Department of Homeland Security; the Department of Defense; local and state Agencies, and private industry. The PM will provide technical leadership and management of the program and associated facilities. The PM will direct a staff of Global Security (GS) and matrixed technical contributors, managers and administrative employees and be responsible for mission delivery through efficient execution. The PM will have leadership, management and oversight responsibilities for all aspects of this portfolio including strategic planning, financial oversight, relationships with key program stakeholders, staffing, project management and execution, including LLNL-funded institutional investments, and the development of the Science, Technology and Engineering (ST&E) base in partnership with discipline organizations. The PM will interact with sponsors and customers to secure adequate funding and other resources and to ensure the Programs products reach the appropriate users and decision-makers. The PM is a member of the GS senior management team and will report to the GS Principal Associate Director (PAD).

Essential Duties

- Provide leadership, strategic vision and technical direction to E Program personnel including administrative staff, contributors, and technical managers, and maintain oversight of associated mission facilities.

- Direct the execution of programmatic work (direct funded, LDRD, and strategic investments) and manage the scope, schedule of an annual budget of approximately $88M and drive program development activities and motivate our early R&D investments.

- Manage multi-disciplinary leadership teams of Senior Program Leaders/Managers to ensure projects are effectively and efficiently executed while managing technical, cost, and schedule risks and meeting all project requirements.

- Develop overall strategic goals for E Program, GS and the Laboratory in collaboration with GS senior leadership team and Lab-wide senior executives.

- Anticipate long-term mission needs and science and technology trends for the program and institution and work across GS, other Programs and Disciplines to ensure appropriate capabilities are developed and supported.

- Champion, develop and execute a coherent, effective strategy for the energy and homeland security program in collaboration with a broad range of stakeholders in federal, state and local governments, the private sector, and other national laboratories.

- Manage project sponsor and customer relationships to ensure consistency between mission needs and LLNL projects and performance. Travel to collaborate with sponsors and other stakeholders, ensure the Programs products reach the appropriate users and decision makers, and that sponsor and stakeholder expectations are achieved.

- Manage the program workforce requirements for recruitment and retention of highly qualified personnel in collaboration with discipline organizations. Direct a staff of approximately 200+ GS and matrixed scientific contributors, technical managers and administrative employees.

Qualifications

- Masters degree in Physical Sciences, Engineering, Computation, or related field or equivalent combination of education and related experience.

- Thorough knowledge of and experience successfully managing and directing scientific and technical programs and projects in energy-related scientific or engineering.

- Effective leadership, technical vision, strategic planning, and management skills in a research and development environment.

- Extensive experience in personnel management, including recruiting, hiring, mentoring, career development, corrective action, performance appraisal, ranking, and salary management.

- Extensive experience creating and sustaining productive relationships with multiple programs and directorates, such as, national laboratories, DOE, DHS, DoD, other federal agencies, state and local governments, private entities, external reviewers and advisors, and other stakeholders.

- Ability to anticipate national security and sponsor needs, develop relevant programs, and acquire sponsor support and funding.

- Demonstrated effectiveness in managing large-scale budgets and projects, negotiating resource allocation amid conflicting priorities, and in delivering programmatic results.

- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.

Desired Qualifications

- PhD in physics, chemistry, engineering, computer science or related field.

- Knowledge of national and/or international global energy, climate, or defense programs.

- Direct experience and established reputation in one or more aspects of energy systems, energy infrastructure, defense systems, any of the underpinning technical fields, and/or infrastructure and force protection.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may besubject to reinvestigation ofyour existing Q or Top Secret clearance.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
