We have an opening for a Division Leader (DL) to manage the Physical and Technical Security Division (PTSD) within the Security Organization (SO). You will collaborate with the SO senior management team to provide leadership and management for a diverse, technical organization consisting of approximately 35 employees and an annual budget of approximately $9M. You will be responsible for the physical protection measures and the technical security elements employed to safeguard LLNL assets which includes the Locks, Keys and Tesa Group, Physical Security Group, Alarms and Access Control Group, and other areas as assigned.
Essential Duties
- Provide technical and operational leadership and management interpreting, analyzing and defining site specific implementation ensuring programmatic and institutional consistency of physical security policies and procedures in accordance with NNSA/DOE or other governing order, manual, and directive requirements.
- Create a broad vision and strategy for executing work and develop creative approaches and/or creative strategies for growing efficiencies, streamlining processes and enhancing systems.
- Foster interactions that advance strategic goals, develop partnerships, facilitate an understanding of applicable security requirements and plan for the delivery of future innovative solutions. Interactions include scientific and technical programs, Laboratory management, NNSA/DOE and other local, federal law enforcement or government agencies.
- Develop and implement budgets, schedules and performance standards of resources including approximately 35 personnel and an operating budget of about $9 million, utilizing cost-effective business practices and administrative systems consistent with SO, LLNL and DOE/NNSA objectives.
- Provide project management expertise in implementing physical security projects.
- Recruit, retain and mentor a diverse staff.  Promote professional development, conduct of staff and performance management activities aligned with the Security Organization, including succession planning. Mentor staff across the organization.
- Develop specific strategies to prepare for and respond to a broad range of inquiries, audits, assessments, inspections annual reports and high-level inquiries to balance compliance and applied science goals to assure continuous improvement, customer satisfaction, quality performance, teamwork and innovation.
- Perform other duties as assigned.
- Bachelors Degree in a security or a related management field, or the equivalent combination of education and/or related experience.
- Highly advanced skills and understanding of relevant technologies and processes, including the ability in electronics technology to develop complex systems and solutions pertaining to a variety of physical, industrial, or technical security concepts and principles.
- Significant experience in the interpretation, analysis, implementation and integration of protection planning strategies with physical security systems and performance based management.
- Significant experience in managing and leading large customer-focused efforts, complex projects spanning across multiple organizations, and a variety of technical and programmatic activities with a successful track record of completing critical and high-risk deliverables on time and within budget.
- Significant experience providing consultative direction, analyzing and resolving complex problems and developing, planning and implementing solutions with significant impact.
- Expert written and verbal communication skills, specifically the ability to explain and present highly complex ideas, as well as to influence employees and all levels of management.
- Experience managing and executing a multi-million annual budget supporting a multi-disciplinary security-related operation and its personnel.
- Experience working effectively in a highly visible and regulatory environment.
- Significant experience in risk assessment, asset protection strategies, and assurance activities.
Desired Qualifications
- Knowledge of the Laboratory's physical security protection strategy and how it is implemented.
- Demonstrated knowledge of NNSA/DOE Orders, and LLNL Policies and applicable state/federal laws.
- Experience in Laboratory operations and technical and scientific programs.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.  For additional information, please see DOE Order 472.2
