Job Description

The Energy and Environment Directorate (EED) at Pacific Northwest National Laboratory (PNNL) is seeking a recognized leader for the Electricity Infrastructure and Buildings Division (EI&B).  The EI&B Division is comprised of over 300 staff members in five technical groups located in Richland, Washington, Portland, Oregon and Washington, DC.  Scientific and technologies capabilities stewarded within EI&B include systems engineering and integration, grid and buildings engineered systems; simulation and modeling; system architecture and design; test, evaluation, and optimization; technology assessment, integration, and deployment; and policy assessment and economic evaluation. The primary technical disciplines represented among the staff members are mechanical engineering, power systems and electrical engineering, computational science, and economics.   The successful candidate will help shape a strategy that develops world-class research teams with distinctive equipment and facilities to advance the DOE mission. The Division Director will ensure that PNNL research is national recognized with innovative solutions developed and deployed to DOE and U.S. industry.  

The Division Director position works closely with EED's market sector managers, who serve as the directorate's interface to DOE and other stakeholders to align capabilities and staff development with emerging business opportunities, EED's Chief Science and Technology Officer, who is responsible for PNNL's  discretionary investments in science and technology and for integrated S&T strategy across the Directorate, and with other Division Directors. He/she is critical in supporting expert delivery, including interfacing with those responsible for managing project risk and execution. The successful candidate will be a contributing member of the Energy and Environment Directorate leadership team, which is accountable for developing and executing an integrated energy and environment strategy for EED's $265M business and 1,165 staff.  

This position reports to the EED Associate Laboratory Director. The division director is responsible for leading, developing, and maintaining institutional capabilities including staff, facilities, and equipment in alignment with directorate and lab-wide strategies in order to meet current and future DOE mission needs. These responsibilities include: 

  • Leading the development and execution of the EI&B Division strategy in partnership with EED leadership team and other PNNL stakeholders. 
  • Developing world-class research capabilities (people, equipment and facilities) that are externally recognized for scientific and engineering excellence that support the DOE mission and deliver national impact.  
  • Building teams that deliver national impact.
  • Modeling, creating and reinforcing a culture of excellence, including safety, security, and operational discipline. 
  • Promoting diversity and inclusion enabling all staff to have a voice and contribute to the success of EI&B. 
  • Stewarding and communicating EI&B’s accomplishments with internal and external partners to advance the PNNL and DOE’s reputation.  
  • Building collaborations with DOE National Labs, industry and academia.
  • Implementing practices to recruit, develop, assess performance, and retain talented people to support current and future mission needs.  
  • Ensuring robust succession planning for key technical capabilities needed for current and future business growth.
  • Managing budgets and assets to ensure facilities, equipment, and operating procedures are adequate and deliver on mission priorities.


Minimum Qualifications

  • Bachelor’s degree with 15+ years of technical R&D leadership experience.
  • Record of progressively responsible leadership, program leadership, and line management experience. 
  • Familiarity with research and development areas including electricity infrastructure, cybersecurity, buildings and connected systems, energy policy and economics and optimization and controls. 
  • Strong, proven management skills in collaboration, interpersonal communications, problem solving, and human relations skills.

Preferred Qualifications

  • Advanced degree in relevant science or engineering discipline and 13+ years of progressively responsible leadership, program leadership, and line management experience.
  • Recognized R&D experience in the electricity and/or buildings area and knowledge of the trends and drivers within the energy markets.  
  • Well-developed strategic planning, organizational and capability development, and business development skills and demonstrated record of meeting financial and operational expectations.
  • Knowledge and experience working with relevant DOE sponsors, including experience with programs in DOE’s Office of Energy Efficiency and Renewable Energy, Office of Electricity, energy and cybersecurity programs.  
  • Record of working with and collaborating with U.S. industry and universities
