Job Description

A full-time, permanent position is available starting May 2021 as the Division Chief Scientist for the Communication Systems and Spectrum Division (CSSD) of the Information and Communications Laboratory (ICL) in the Georgia Tech Research Institute (GTRI).  CSSD currently has approximately 40 full time researchers and staff operating on about $15M of sponsored research per year.  The main focus of CSSD is researching and developing world-class communication platforms and solutions for use in Tactical environments and real-time visualization software to facilitate Mission Planning.

The ICL lab has programs across a wide range of information science research, including communications, sensing, networks, advanced computing, trusted information exchange, enterprise modernization, software applications, data science, machine learning, artificial intelligence, and health systems.  The goal of CSSD is to grow a forward looking capability in four primary technology areas to provide the essential elements required by tomorrows warfighter:  advanced communications systems, intelligent networks adapting to real-time environmental data, virtualized networks and sophisticated visualization capabilities that bring innovative cross disciplinary methods and techniques to the laboratorys diverse information science portfolio.  Current efforts include projects in 5G testbeds and applications including network slicing, electronic warfare, geospatial visualization, mission planning and dynamic spectrum sensing and adaptation.

GTRI is searching for a proven leader and researcher with a Masters Degree and 8+ years of experience in the technical areas of the division.  The successful candidate will also have demonstrated experience in contract development, program management, and personnel management.  The responsibilities of the associate division chief are split between the leadership of the division and actively performing research programs. 

The responsibilities of the Division Chief Scientist are divided between division technical oversight (Internal Research and Development, technical strategies, etc.) and independent research. It is expected that the technical oversight responsibilities of this position will be up to 50% time, with the other funding coming from externally funded research programs. The position is based at GTRI facilities in Midtown Atlanta, GA. Researchers at GTRI are research faculty at Georgia Tech.

Job Duties

The technical oversight duties include:

  • Formulate strategic direction and plans for 4-6 Division IRAD investments  
  • Support the CSSD Division Chief with financial and technical oversight of the CSSD Division IRAD portfolio, to include serving as a liaison to the ICL Chief Scientist
  • Participate in all ICL Chief Scientist council meetings, including technical reviews, strategy sessions, administrative discussions, and management planning sessions
  • Form strategic relationships with key subject matter experts across ICL and from other laboratories
  • Work with CSSD Division researchers, and researchers across GTRI, to develop Strategic Initiative concepts with potential for high impact to GTRI and the nation
  • Support the CSSD Division Chief and lab leadership in the formation of division direction and strategy, sponsor-engagement opportunities, and proposal strategy/review/bid decisions.
  • Develop and sustain external and internal strategic relationships with peer leaders across the technical community, GTRI and Georgia Tech Resident Instruction, to include research partnerships.

Research duties include:

  • Program management of specific research projects,
  • Research activities supporting sponsored projects,
  • Development and execution of internal research and development programs supporting the division strategic vision,

Development of proposals for new research efforts.

Education & Length of Experience

Senior Research Engineer/Scientist/Technologist/Associate

  • A Masters degree in Computer Science, Computer Engineering, Electrical Engineering, Applied Mathematics, Physics, Computational Sciences and Engineering or other related fields and seven (7) years of relevant full-time experience after completion of that degree,
  • A Masters degree in Computer Science, Computer Engineering, Electrical Engineering, Applied Mathematics, Physics, Computational Sciences and Engineering or other related fields and nine (9) years of relevant full-time experience after completion of a Bachelors degree, or
  • A Doctoral degree in Computer Science, Computer Engineering, Electrical Engineering, Applied Mathematics, Physics, Computational Sciences and Engineering or other related fields and four (4) years of relevant full-time experience after completion of a Bachelor's degree.

Required Minimum Qualifications

  • 5+ years of experience in advanced communications systems, intelligent networks adaptation (e.g. spectral) to real-time environmental data, virtualized networks and sophisticated visualization capabilities,
  • Demonstrated and documented experience in a field related to CSSD core research areas, including communication platforms and solutions for use in Tactical environments and real-time visualization software,
  • Prior leadership of IRAD projects and experience with IRAD proposals and execution,
  • Prior leadership of sponsored research projects and sponsor interactions,
  • Strong history and continued ability to attract sponsored research funding,
  • A strong background facilitating dialogue, collaboration, and partnerships among research personnel, government, and industry stakeholders,
  • A solid understanding of CSSD objectives and action strategies,
  • Holds the rank of SRE/SRS or PRE/PRS at GT,
  • Excellent communication skills.

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
