MITRE's Software Engineering Technical Center (T850) is seeking
a Division Chief Engineer (CE) to join our leadership team. The Division CE
will work in partnership with the Technical Director to ensure execution of a
high-impact, high-quality software engineering work program that achieves
important sponsor outcomes. The Division CE makes critically needed technical
contributions, provides thought leadership, develops and executes technical
strategy that informs discretionary investments to support and anticipate
work-program shaping, pushes innovation into the work program to transform it,
collaborates across the CE corps to achieve increases in efficiency and
effectiveness, develops an exemplary technical reputation inside and outside of
MITRE, and helps to develop and mentor the next generation of technical
leaders.










RESPONSIBILITIES:




Technical Strategist, Leader, Advisor, and Contributor.



Support all facets of T850s technical contributions to all
of MITREs FFRDCs.



Serve as a senior technical advisor for key areas of the
divisions work program working closely with Program and Portfolio Division
leadership teams, and sponsors.



Provide key technical voice for the Program and Portfolio
Divisions.



Lead and participate in high-impact, high-visibility work
efforts (e.g., Red Teams, Independent Technical Assessments, Special Studies, and/or
longer-term work assignments) that substantially inform key sponsor decisions
and enable key sponsor outcomes.



Create, maintain, and lead the Software Engineering Tech
Centers technical strategy and plan, working in partnership with the Technical
Director to ensure alignment with each of MITREs Portfolios Strategies.



Guide technical investments, initiatives, and development
of staff skills, division capabilities, and labs. Oversee lab investments and
management.



-Operate and evolve T850s software factory used to build
MITRE prototypes, perform quality assessments on contractor code, and to
refactor existing code bases from government Programs.




TECHNICAL QUALITY LEAD:




Ensure execution of a high-impact, high-quality work
program that achieves important sponsor outcomes



Create, maintain, and lead the program division's technical
quality program. Implement and execute division-wide continuous improvement
practices incorporating developmental approaches.



Provide technical thought leadership and collaborate with
Project Leaders, Department Heads, and Department Chief Engineers to ensure
work is delivered with substantive technical content and sponsor value.



Shape software architectures and designs at program/project
inception to facilitate high-quality, high-impact, technical work.



Initiate and/or lead independent technical assessments of
projects of concern or opportunity.



Create and execute technical review and peer review
processes to ensure that the right level of technical vetting is performed
throughout the product development life-cycle.




INNOVATION LEADER:




Bring the world to bear (academia, industry, other
FFRDCs/Government labs, etc.) to bring the best solutions to sponsors and
enhance technical quality and impact of MITREs delivery.



Drive innovation into the work program by leveraging and
informing the MIP, facilitating engagement between MITRE researchers and
relevant sponsors, and overseeing the transition of MIP research results to
sponsors to address mission outcomes in conjunction with the T850s Technical
Integrator ITI).



Establish partnerships with Technical Center Leadership to
ensure technical center subject matter experts are properly leveraged in the
shaping and execution of the program division's technical quality program.




AUTHORITIES:




Call for a technical review on any of the division's
projects at any time, and halt the delivery of any division technical product
that is deemed sub-standard.



Serve as signature authority on key high-impact
deliverables.



Exercise budgetary authority over division's capability
development and labs funds



Prioritize the Divisions Lab and Capital Investments and
work with Corporate Lab Council(s) for appropriate resourcing of these
investments.



Work with the TD to prioritize division's MIP proposals and
portfolio's problem market contributions.



Make decisions for program and portfolios within context of
Engineering Council initiatives.



Provide key input to the Technical Director to ensure
Technical Staff end-of-year RRB-index are consistently evaluated across the
Program Division.



Provide key input to the Technical Director to ensure all
Program Division staff are properly represented across the Program Division.



Provide recommendations and key input to the Technical
Director for any potential promotion action for staff on the Technical Career
Path and serve on promotion advisory panels across the corporation as
necessary.

across the division, to include allocation and execution of J funds and F
funds.

development, technology transition, and risk mitigation.



Mentoring and staff career development at the division

Leadership of the technical quality execution of the work
program across the division.



Leadership of the divisions contributions to the MITRE
Innovation Program.



Represent the divisions technical work and capabilities in
internal and external forums.



Presentation to and interaction with MITRE senior managers,
sponsors and external stakeholders.








REQUIRED SKILLS:




Post-graduate degree in an applicable discipline and 15
years of related experience.



Detailed knowledge software engineering and computer
science disciplines.



Active TS/SCI required for this position.



Demonstrated technical leadership in a relevant domain.
Demonstrate a standard for rigor, following the data where they lead (fierce
objectivity), asking penetrating technical questions rather than accepting
conventional wisdom or compelling rhetoric.



Proven track record in evaluating and shaping research
programs.



Experience in the application and oversight of quality
programs.



Demonstrated ability to develop trusted relationships and
work collaboratively across MITRE and sponsor organizations.




PREFERRED SKILLS:




Excellent oral and written communications skills including
a demonstrated ability to work autonomously and as a member of a highly
effective technical team.



A sense of urgency to address current and emerging mission
challenges



Ability to quickly come up to speed on new technologies,
acquisition programs, policies, and processes.



Ability to collaborate across MITRE and leverage MITRE
knowledge of operations, technology, policies and requirements.



Ability to communicate technical requirements and analysis
in laymans terms and inform business executives on key technical aspects that
enables them to make relevant business decisions.



Post-graduate degree in an applicable discipline and 20
years of related experience.



Proven track record in managing research programs.
