The R&C function links Raytheons technology and innovation with an expanding number of domestic and international customers and in core markets such as sensors, effectors, C4I, mission support and cyber.

Job Description

The Director of Air Power Requirements and Capabilities Joint Strike Missile and Advanced Air-to-Air effectors will act as the Air Power R&C lead for Raytheon Missiles and Defense (RMD) activities responsible for requirements, programming, and acquisition of advanced medium/long range air-to-air effectors and the Joint Strike Missile programs for USAF, Navy and International customers. As such, the individual should possess deep knowledge of all major USAF and International programs to include elements for which USAF Weapons PEO acts as the executive agent in support of other government agencies and services. The individual will be responsible for developing and maintaining trusted customer relationships within the USAF & Navy including identifying key stakeholders, creating, and driving the customer engagement and growth strategy for these new weapons capabilities.

The individual will work closely with the Air Power Mission Area to develop execution strategies, plan growth activities, and transition development programs from the Advanced Technology Mission Area, creating opportunities to establish new Programs of Record. This role provides proven leadership and expertise to frame and win large, complex, strategic business growth opportunities.

The director will be expected to maintain deep threat awareness & apply that to shape USAF, Navy and International customer requirements, working collaboratively across all Mission Areas and RTX business units to promote company capabilities, identify gaps, and identify solution opportunities. The director must maintain broad awareness of service programs, requirements and priorities, have Secretary of the USAF Legislative Liaison experience and Secretary of the USAF International Affairs experience in order to leverage multiple funding sources and generate new business opportunities.

This position will have leadership role in the multi-disciplined capture and proposal process. The director will develop capture strategies offering differentiated customer-focused solutions using in depth research of customer requirements, acquisition policies, and competitive analysis. This position will often represent RMD Requirements & Capabilities and the Air Power Mission Area to customers and senior leadership. They will develop and maintain collaborative relationships with peers across the RMD business and other capture activities.

Other responsibilities may include:

  • Provide leadership and expertise to frame and win large, complex, strategic business growth opportunities. Partner with Air Power Mission Area to develop execution strategies, plan growth activities, and transition development programs from AT.
  • Collaborate with AT, AFRL, SAF/IA, ACC, AFGSC and HQ USAF to understand, frame and characterize the threat environment
  • Apply threat awareness to shape USAF air-to-air and air-to-ground weapons requirements
  • Collaborate across RMD Requirements & Capabilities organization to shape solutions
  • Support development of comprehensive competitive assessments to quantify the competitive landscape, develop an actionable and timely win strategy, focused on developing competitive advantage, discriminators, strengths and counters to competitors discriminators
  • Lead capture team members in effective capture methods using lessons learned and best practices from across the company; actively solicit input from key internal and external stakeholders and capture team members
  • Develop and support customer engagement plans to align with strategic plan and product marketing initiatives
  • Work with multiple teams to coordinate NBI efforts while ensuring strategic alignment

This position requires a current Top Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Required Skills:

  • 14 years experience; preferably related work experience within the government or defense industry
  • Demonstrated knowledge of DoD acquisition environment, International Affairs, Service Legislative Affairs and the competitive landscape
  • Experience in analyzing threats, assessing capability gaps and developing service requirements
  • Government and Defense Industry experience
  • Demonstrated ability to work across multiple organizations to achieve goals
  • Proficiency in MS Word, PowerPoint and Excel
  • Top Secret clearance with current SSBI
  • Bachelors Degree in Business, Engineering, International Diplomacy, or other related field

Desired Skills:

  • Experience working with Federal acquisition process
  • Excellent oral and written communication skills
  • Experience with USAF program requirements, budgets & USAF Weapons PEO acquisition functions
  • DoD Operational and HQ Staff experience
  • Understanding of current military concepts of operations, COCOM IPLs and Defense customer requirement and PPBE process
  • Experience leading diverse teams; strong collaboration skills
  • Experience working Captures and Pursuits within the DoD customer community (i.e. USAF, USN and International)
  • Familiarity with Raytheon businesses, policies, and practices
  • Ability to execute effectively, using essential diplomatic skills, under stressful and fast-paced conditions
  • Top Secret clearance with ability to be cleared to SCI and program-level information
  • Masters Degree in Aerospace, Science or Engineering
