Job Summary:
We have an exciting opportunity for a Directed Energy Program Manager leading the go to market strategy and subsequent program execution development program within the Short to Medium Ground Based Air Defense (SMGBAD) mission capability portfolio. This position will be responsible for developing and executing a strategy for Directed Energy capability development and fielding. The PM will be responsible for developing strategy, executing RTXs investments, shaping customer requirements, obtaining international licensing, creating a demonstration strategy and plan, and subsequently leading program execution. The candidate is expected to collaborate with functional partners and influence in a matrixed environment to achieve the successful management of the overall project. S/he will apply disciplined program and capture management processes and tools such as the capture management winning new business guide, Export/Import compliance, Earned Value Management System (EVMS), and Risk & Opportunity Management to maintain excellence in execution, and will regularly interact with senior leadership on strategy, program status and direction. In addition, the PM will be a key interface with new international and US government contacts, industry partners, and user stakeholders; and s/he will be expected to both establish and maintain those critical relationships.

Responsibilities to Anticipate:
  • Develop and execute a go-to market strategy for Directed Energy to include developing new demonstration system and obtaining launch customer
  • Establish and maintain strong customer, user/stakeholder and partner relationships
  • Coordinate customer engagements with the Requirements & Capabilities team
  • Capture new international contracts
  • Set program strategy, vision and tactical direction for capture execution by multifunctional team(s) and sub-contractors.
  • Regularly report to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs).
  • Meet contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re-Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.

Qualifications You Must Have:
  • Bachelors degree; Preferably in a STEM field (Science, Technology, Engineering, Math) or related business degree.
  • Minimum of 12 years of relevant experience; preferably with program management.
  • Direct experience overseeing international capture and/or program execution
  • Experience in managing cost, schedule and technical performance for various types of government contracts
  • Experience building and leading high performing teams in a matrixed environment
Highly Desired certifications or ability to obtain within 1 year:
  • CMX (Capture Management) level strategic and international
  • PMX (Program Management) Level 4 Certified
  • EVMS Level II Certification
An active and in-scope Secret US security clearance
Qualifications We Value:
  • 12+ years of experience in program management or related experience in Integrated Air and Missile Defense

  • Experience with leading and managing a successful, large complex capture
  • Experience in building and leading a multi-disciplined team including members from Engineering, Operations, Integrated Supply Chain, and Quality
  • Demonstrated ability to lead by influence and collaboration
  • Strong communication skills
  • An advanced degree or MBA is desired
  • A top secret security clearance with SSBI
