Job Description

Raytheon Missiles & Defense provides the industrys most advanced end-to-end solutions, delivering the advantage of one innovative partner that connects vision with precision to detect, track, intercept and neutralize threats. The Strategic Missile Defense Mission Area is seeking a Director for Requirement and Capabilities for the Integrated Missile Defense Solutions (IMDS) portfolio. The Leader acts as the primary interface with the Missile Defense Agency customer, industry partners, representatives and/or consultants to ensure continued alignment with customer requirements and program execution. This position will require the ability to coordinate and effectively operate among multiple Raytheon Technologies businesses, industry partners, subcontractors & small business, government agencies and domestic/international customers at both the senior leadership and product execution levels. The IMDS programs span full product life-cycle support including development, production, and sustainment. The program area includes strong franchise programs and growth opportunities within the Raytheon portfolio. This role will be located in Huntsville, AL.

This position reports directly to the Senior Director for Strategic Missile Defense Requirements & Capabilities, and has accountability and authority for leading and managing IMDS requirements and capabilities solutions. The IMDS R&C lead will also serve on the Leadership Team for SMD Requirements and Capabilities and act as a leader for RTX, the customers, suppliers and the community.

Specific Tasks Include:

Sets strategy, vision, and direction for follow-on work/campaigns and growth pursuits and campaigns and accountable for innovative and creative solutions for our customers.
Responsible for the Annual Operating Plan, future business forecast and resources to achieve commitments including NBI of selling and bid and proposal dollars (planning, managing and tracking).
Accountable and responsible for executing captures, campaigns and follow-on activities within the Integrated Missile Defense Solutions portfolio, collaborating/coordinating with the PAD and leveraging matrix team(s) and sub-contractors across multiple RTX locations.
Responsible for meeting commitments including the proposals, whitepapers, customer contact plans, NBI and AOP.
Establishes and maintains strong relationships with customer and industry partners.
Responsible for supporting regular reporting to executive leadership on metrics, dashboards, ERPM, AOP, business operation reviews, investment reviews and pipeline.
Uses approved control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken and ensures the meeting of commitments.
Ensures alignment of human and capital resource requirements to achieve commitments.
Ensure compliance with ITAR and Export requirements.

This position requires a current U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.


Required Qualifications:

12+ years of business development or related experience
Experience with the Missile Defense Agency and understanding of the Ballistic Missile Defense Systems.
U.S. Citizenship is required
Existing United States Secret Security Clearance (DoD)
Ability to work effectively in a fast paced, dynamic environment with time critical requirements
Executive level experience building, maintaining, and influencing relationships with customers and partnerships.
Experience building and leading high performance and diverse teams.
Experience with large capture efforts/campaigns.
Ability to construct and develop strategy and solutions to meet customer requirements set.
Ability to shape and influence customer requirements.

Required Education:
Bachelors Degree in Business, Engineering, Science, Math, or related field

Desired Qualifications:

Entrepreneurial individual whos passionate, creative, courageous, curious, and has unimpeachable ethics and a steadfast dedication to their work and the mission
Demonstrated experience managing investment dollars and pipeline performance for various size programs and pursuits with proficient use of business development, proposal, finance and other management tools.
Demonstrated experience planning and meeting five year plans and AOPs.
12+ years of Business Development in the Defense Industry and in-depth understanding of the DoD environment and acquisition process, government contracting, and Presidents budget analysis and tracking
Capture Certification
Experience with business development and management tools
Experience with business cases, win strategy, proposal and capture management, Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity Management or similar business processes.
Ability to work effectively and communicate with all levels of leadership, the program team, and internal matrix Functional organizations
Demonstrated experience working with senior leadership within the Missile Defense Agency and/or other customer agencies such as OSD, CAPE, Research labs, FFRDCs, suppliers and small businesses
Demonstrated direct experience managing people or resources in organizations with budgets/campaigns exceeding $50M
Master Degree in Engineering, Science, Math or Business
Experience with FMS and international business
Demonstrated experience as a change agent, able to energize organizations to achieve beyond expectations
Demonstrated ability to complete complex assignments and develop creative cross mission area solutions
