We have an opening for a Deputy Principal Associate Director (PAD) for Strategy and Programs (S&P). Global Security is a complex, multi-disciplinary directorate with a ~$682M annual funding portfolio supporting over 800 FTEs. You will be a member of the GS senior management team providing oversight of the execution of GS Program and will be instrumental in ensuring the successful delivery of GS programs and projects. As the Deputy PAD S&P, you will interact with GS program personnel, high-level internal managers, partner laboratories, wide-ranging external sponsors, Laboratory support organizations and LLNL senior managers. The Deputy PAD position is in the Global Security (GS) Principal Directorate.
Essential Duties
  • Collaborate with the PAD to lead the GS management team in the development of an integrated GS strategy; Ensure the strategy is regular refreshed.
  • Develop mplementation plans for the strategy with the GS management team; track progress against the plans.
  • Lead the reimagining of the Project Reporting System to enable its use for measuring PAD-level metrics of importance; Work with the fellow members of the GS management team to ensure consistent use of the reporting system.
  • Oversee and conduct technical reviews to ensure quality and effectiveness of key GS major projects. Identify and implement unifying principles for the directorate, in collaboration with the PAD and GS management team.
  • Support GS program development and motivate our early R&D investments; assess these efforts against our mission drivers and other priorities.
  • Oversee GS contributions to sponsor program planning and evaluation processes and other reporting processes with the Livermore Field Office.
  • Develop and maintain effective relationships with a broad suite of agencies in the DOE (NNSA and Office of Science), DoD, DHS, the IC, and other federal and non-federal sponsors.
  • Represent GS PAD and LLNL in meetings with senior Lab management, and federal and non-federal sponsor agencies. Champion early career staff.
  • Perform other duties as assigned.
  • Ph.D. in physics, chemistry, engineering, or closely related field, or equivalent level of combination of education and related experience.
  • Extensive experience and established expert reputation in one or more disciplines related to the nuclear security programs such as high energy density, radiological or nuclear sciences and engineering.
  • Experience effectively leading scientific and technical projects, managing complex budgets, negotiating resource allocations amid conflicting priorities and delivering programmatic results. Ability to anticipate sponsor needs, develop relevant S&T, and acquire sponsor support and funding.
  • Direct extensive experience supporting and working in national security agencies in Washington DC and in-depth knowledge of the national security policy landscape.
  • Effective leadership, technical vision, strategic planning, and management skills in a scientific research and development environment. Extensive experience in personnel management, including recruiting, hiring, mentoring, career development, corrective action, performance appraisal, ranking, and salary management.
  • Extensive experience creating and sustaining a wide range of productive relationships with national laboratories, federal agencies and external reviewers and advisors.
  • Advanced knowledge of issues affecting regulatory compliance in ES&H, facility management, safety, and security.
  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise executive and external sponsors/policy makers.
Desired Qualifications
  • Direct experience working with nuclear weapon science and engineering.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may besubject to reinvestigation ofyour existing Q or Top Secret clearance.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
