GTRI is seeking a highly qualified individual for the position of Deputy Director of Research (DDR) for the Information & Cyber Sciences Directorate (ICSD).  ICSD is a $200M, 500-person research and development unit focusing on cybersecurity, command and control, mission assurance, data analytics, information technology and systems, and quantum technologies.  This position is part of the GTRI executive council and reports to the Director of GTRI.

As a member of the executive council the individual will team to strategically guide GTRI. As leader of ICSD the individual will lead two research laboratories: the Information & Communications Laboratory and the Cybersecurity, Information Protection, and Hardware Evaluation Research Laboratory.  The individual will also manage research portfolios that span GTRI. The ideal candidate is a leader who has a demonstrated record of cyber and communications research and innovation resulting in significant National Security impact. The ideal candidate will possess an advanced degree in Computer Science, Mathematics, Physics, Electrical Engineering or equivalent technical field and have 15 or more years of relevant experience in leading a large Intelligence Community and/or Department of Defense focused, diverse engineering research organization.

THE POSITION

 Responsibilities include but are not limited to:

Strategy responsibilities as part of the GTRI Executive Team:

  • Team to develop a corporate vision, strategy and a roadmap, and lead teams in collaboration with partners to ensure effective implementation of the strategy.
  • Build partnerships with GTRI executive leadership and campus research and academic leaders to develop and execute shared goals.
  • Be active in outside organizations and engage with senior DoD, IC, and other federal government leaders as a thought leader to help shape strategic thinking around national scale challenges.
  • Anticipate, identify, and develop emerging research areas and innovative technologies needed to further GTRI research strategies and develop business and project funding aligned with GTRI strategic plans.
  • Align resources with GTRI’s priorities to meet Sponsors’ needs for innovative, high-quality research deliverables.
  • Develop and manage a Directorate budget for research and operating expenses and ensure effective and appropriate expenditure of the corresponding resources.
  • Champion a people-first approach with a focus on agility, diversity, innovation, and impact.

Team building and research operations responsibilities as the Deputy Director of Research for ICSD:

  • Hire, develop, evaluate, and retain a highly qualified team of leaders.
  • Foster a culture of innovation, inclusivity, transparency, and accountability.
  • Promote excellence at all levels of the organization.
  • Establish and effectively implement a Directorate strategy that is aligned with GTRI strategy.
  • Facilitate and ensure collaboration across GTRI labs.
  • Manage GTRI research portfolios to realize GTRI strategic goals.
  • Develop and institute metrics for monitoring and managing the performance of services and quality of deliverables with respect to federal established standards and GTRI strategic goals.

Collaboration responsibilities across the GTRI and Georgia Tech community:

  • Establish relationships and work across campus with academic faculty and students in pursuit of innovative research opportunities.
  • Work with support operations to establish budgets, prioritize investments, and determine space needs for research expansion.
  • Participate and have a leadership role, as required, in Georgia Tech strategy development and operational and process improvement activities.

Requirements

We are seeking an individual who is highly qualified and highly motivated to provide leadership for two research laboratories; the Information & Communications Laboratory (ICL) and the Cybersecurity, Information Protection, and Hardware Evaluation Research Laboratory (CIPHER). The ideal candidate will possess a PhD in Electrical Engineering, Computer Science or equivalent technical field and have 15 or more years of relevant experience in leading a large DoD focused, diverse engineering research organization.

Required Minimum Qualifications

 

  • Masters or PhD in in Computer Science, Mathematics, Physics, Electrical Engineering or equivalent technical field (PhD highly preferred);
  • 15 or more years relevant experience in leading large, diverse engineering research organizations;
  • Proven track record of leading highly technical organizations with a broad range of experience working with the Federal Government;
  • Strong technical background and leadership experience in national security research applications, including several of the following key areas: cyber research including cyber security and information protection; software, hardware and embedded systems vulnerability and protection; communications systems and technology; military communications systems; military C2, planning, and decision support systems; data analytics and informatics; trust systems and secure computing;
  • Demonstrated experience in collaborating and working across organizational boundaries;
  • Candidate must be capable of maintaining a TS/SCI security clearance.

Preferred Qualifications

 

  • PhD in Electrical Engineering, Physics, Aerospace Engineering, Computer Science, or equivalent technical field;
  • Experience within the Intelligence Community leading research teams;
  • Strong personal track record of offensive and defensive cybersecurity research;
  • Experience with systems engineering, system prototyping, test & evaluation, logistics, sustainment, and acquisition processes is highly desirable;
  • Active TS/SCI clearance.
