The Virginia Department of Taxation’s Office of Information Security seeks a Data Governance Analyst to establish and manage the data governance, insider threat, and incident response programs. This position will lead enterprise-wide data governance activities and be responsible for improving the protection of sensitive data and information assets.

Critical Responsibilities:
- Managing the agency’s data-loss prevention program and coordinating with functional and technical stakeholders in order to ensure that the agency is meeting a robust and mature data leakage standard based on the Commonwealth of Virginia, federal, and local acceptable use policies, leading industry best practices, and current approved technology solutions.
- Creating policies, procedures, and guidelines governing how the agency will meet data protection requirements.
- Assisting agency systems and data owners with the classification of data to meet the agency’s business requirements.
- Ensuring that agency stakeholders adhere to an enterprise data framework both at the agency’s business and technical level using data policies, standards, and practices.
- Documenting and managing the agency’s data governance standard that covers the data management life cycle.
- Providing assistance in security engineering for the design of applications and systems.
- Providing assistance in the development of work scopes for contracted, technical services.
- Monitoring systems performance and ensuring preventative maintenance schedules.
- Providing guidance to business and IT communities for the secure handling of sensitive data.
- Researching tools and processes to support data protection programs.

Currently employees may telework several days each week due to the COVID-19 pandemic.  As Virginia Tax moves towards returning the workforce to the office, telework frequency will be reduced based on the needs of the agency.



- Experience with Progressive Enterprise level IT/Cybersecurity/Data security methodologies 
- Experience creating and implementing data governance, security, and data protection procedures and guidelines
- Experience with data classification and roles and responsibilities related to data governance in order to ensure clear accountability for the stewardship of agency data
- Experience managing data threat management programs for operational planning and risk remediation activities on an enterprise level
- Experience serving as a liaison between business/functional teams and technology teams to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated, well understood
- Experience with assessing cloud providers and 3rd-party vendors’ collection, storage, transmission, and recovery of enterprise data to meet NIST 800-53r4, Commonwealth of Virginia, and agency compliance of applications operating in the cloud
- Experience with the application of security principles and concepts to support access control, intrusion detection, visitor identification, event monitoring, and countermeasures
- Understanding of identifying appropriate security countermeasures for known security vulnerabilities and threat information
- Understanding of laws, codes, and government regulatory processes
- Critical thinking skills in a security environment
- Experience writing high-level technical documents and reports


- Experience in Windows, Unix, Linux, and Oracle platforms 
CISSPCEH, Security+, or related certification
