The Global Security Services (GSS) organization is hiring a Cybersecurity Proposal Estimator in Tucson, AZ, and relocation support is available.

Job Summary:
The Proposal Estimator will serve as a focal point to execute Basis of Estimates (BoEs) supporting US Government RFPs, RFIs, NBBEs, and internal ad hoc requests from the GSS Cyber execution teams supporting classified system cybersecurity compliance. In addition to creating BoEs, the Proposal Estimator will collaborate closely with Cyber Mission Area Leads (MALs) and Information Systems Security Managers (ISSMs) to ensure proper scope is bid to maintain US Government cybersecurity requirements for classified systems. You will collaborate closely with the Western and Eastern Region Proposal Team Leads to streamline the RMD bidding standard. This position will report to the Western Region Proposal Team Lead and will be a Principal Specialist (Cyber Leadership).

You are is expected to work across GSS Cyber and in partnership with Digital Technology (DT) to address proposal response and ad hoc staffing analysis requests from GSS Cyber leads. You must also be willing to support proposals during non-standard hours on some occasions.

Responsibilities to Anticipate:
  • Assist in providing BoE training to ISSMs and other GSS Cyber teammates
  • Participate in BoE working group
  • Maintain BoE Repository for all completed and in process estimates
  • Execute BoE and proposal response in a timely fashion
  • Route BOEs for approval through Proposal Team Lead, ISSMs, and MALs
  • Use Raytheon tools to input proposal bids and BOEs (Standard Bidding Tool (SBT) etc.)
  • Pull actuals for charging and staffing tracking (SAP etc.)
  • Identify and quantify Risks and Opportunities within proposal estimates
  • Partner with the Proposal Team Leads and Proposal team to streamline the BoE process
  • Assist in development of cost models to support execution of the program
  • Assist with internal and external negotiations to ensure appropriate labor hours are awarded
  • Review Statements of Work (SOWs) to ensure bids match requirements
  • Review SOWs to ensure requirements are attainable and reviewed by ISSMs as needed
  • Review staffing levels against awarded hours to ensure budgets are adequate

Qualifications You Must Have:
  • Bachelor's Degree in either Computer Science, Information Systems Management, Information Technology, Criminal Justice, STEM, Finance or Business. Other degrees may be considered. In lieu of a degree, you must have 8 years of cyber / systems security experience PLUS the following:
    • An advanced degree in a related field may be substituted for 2 additional years of experience.
  • Five (5) years experience working with and/or supporting cybersecurity / network / system security (13 years without degree)
  • Past work experience using or implementing the Department of Defense acquisition system/processes (Joint Capabilities Integration Development System (JCIDS), the Planning, Programming, Budgeting & Execution (PPBE) process, and/or the Defense Acquisition System (DAS)
  • An active and in-scope Secret US security clearance

Qualifications We Value:
  • The ideal candidate has hands on experience as an ISSM, C-SCA, and/or ISSO and has a strong understanding of the RMF Assessment and Authorization Process, Continuous Monitoring, and program lifecycles. Experience developing and defending estimates for proposals is desired.
  • Masters degree in Business Administration (MBA) or related field
  • Ability to obtain US TOP SECRET clearance
  • Excellent verbal and written communication skills and communicating with senior leadership
  • Experience building effective collaborative relationships
  • Experience implementing NISPOM, DAAPM/JSIG/RMF, ICD-705, and or ICD-503
  • Ability to multi-task and stay organized in a fast-paced proposal deadline driven environment and meet short deadlines
  • Excellent collaboration skills with ability to traverse matrixed reporting
  • Experience with baselining awarded hours
  • Risk and Opportunity Management
  • Understanding of CAM duties
  • Familiarity with the current BoE processes in place for GSS Cyber
  • Experience developing and defending estimates for proposals
  • Experience reviewing SOWs for classified cybersecurity requirements
  • Experience with WBS mapping, NWA structures, and cost mapping
  • Aptitude for strategic thinking
  • PMX Level 7 (or above) certification
  • 8570 Level III Certification such as CISSP, CISM
