We are currently seek a Cyber Test and Evaluation Lead Director to  will work with and provide support to the NCRC Director and Deputy Director.


 


Key Functions:



  • Designated individual to support the NCRC Director and Deputy Director on all operational test and training events, issues, and activities


  • Responsible for development of the NCRC Standard Operating Procedures


  • Provides direction and oversight to the NCRC Test Directors


  • Oversees the comprehensive integrated NCR Event Schedule and informs the NCRC Director regarding risks and issues


  • Coordinates technical and cyber requirements with the NCRC Chief Engineer


  • Reviews key event products Event Focus Briefs, Event Support Plans, and Event Summary Reports


  • Provides oversight of customer engagement in the test and training event evolution process


  • Responsible for tracking event outcomes and synthesizing results to inform strategic NCR decision-making


  • Coordinates with the NCRC Director and Deputy Director on strategic and operational perspectives and with the NCRC Chief Engineer on technical and cyber perspectives


  • Coordinates across the NCRC to understand requirements and identify application and effective use of range resources to support customer requirements


  • Coordinates with RSDP Event Directors


  • Coordinates with NCR Contractor PM on scheduling, resourcing, and programmatic aspects of NCR event operations


  • Coordinates and integrates inputs on NCRC activities to support routine TRMC reporting including weekly activity reports, staff meeting slides, and MITRE monthly project reports


  • Serves as an NCR Test Director for key, challenging, high visibility test events















Required Qualifications



  • BS and 10 years of  related experience including 2 years of leadership experience.

  • Ability to work with senior leaders to explain complex technical issues shaped in a manner that supports awareness of the issue and highlights the related key decision making options

  • Ability to apply problem solving techniques in a way that level sets the issue at hand and results in a methodical unbiased approach to addressing the issue and can then be communicated effectively to all stakeholders

  • Ability to work collaboratively in a team environment and reach consensus across a varied set of stakeholders

  • Ability to monitor and assess operations issues that may result in risk and subsequently identify opportunities to mitigate the risk.

  • Ability to work in a dynamic environment -- fast paced as well as level setting amidst personality dynamics.

  • Experience with Technology Resource Management Center or DoD Science and Technology.

  • Must be willing to work at the customer site, the Mark Center for at least 50% of the time

  • Must be willing to travel 25% to Orlando, Florida

  • Candidate must have an active DoD top secret clearance and have the ability to obtain and maintain a TS/SCI clearance.

Preferred Qualifications:


  • Master's degree in a technical discipline.

  • Possess an active TS/SCI clearance.
