The successful candidate for this position will possess technical knowledge in cyber resiliency, digital technology (DT) security, and advanced DT infrastructures, in addition to also possessing architectural and communication skills that enable them to successfully engage capture teams and engineering product teams to deliver innovative cyber secure solution concepts and designs for strategic captures and internal digital transformation projects.

The Cyber Technical Lead works closely with the business leadership, capture teams, internal DT solution architects and other cyber experts to understand and create solutions addressing customer and internal Raytheon requirements. The successful applicant will join a distributed team in applying secure architecture methods and emerging technologies to enable integrated, cyber resilient DT solutions. The successful candidate will engage in business growth efforts from the point of opportunity identification by business development through proposal development. This role is responsible identifying DT and cyber infrastructure requirements, partnering with others to define the DT approach, and coordinating the overall DT architectural response, including authoring of proposal documentation. Execution of these responsibilities will require the ability to effectively synthesize business and technical strategy, standards, processes, and technology to develop robust and affordable concepts for cyber resilient communications networks, computing environments, and information management solutions.
Cyber Technical Leads are responsible to:
  • Support Capture efforts from initial stages through proposal delivery
  • Develop and coordinate cyber and DT infrastructure strategies for pursuits and deployment of internal DT solutions
  • Represent DT Security at Architectural Review Boards
  • Develop & integrate cyber capabilities into business area technology roadmaps
  • Shape customer approaches to address mission cyber security, infrastructure, applications and data needs
  • Support negotiations with customers on contractual security requirements, including Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012, 252.204-7019, 252.204-7020 and 252.204-7021 (Cyber Maturity Model Certification or CMMC), and enhanced DoD cybersecurity requirements
  • Develop and maintain technically focused customer relationships
The successful candidate will be responsible for proposing solutions that allow for the infusion of technology that delivers discriminating capabilities on strategic pursuits.
The candidate must possess strong communication skills, extensive industry, DT Infrastructure, and technical cybersecurity experience as well as an ability to leverage a broad network of technologists within and outside of the Raytheon community.

Examples of typical activities may include:

  • Develop cyber secure architectures and solutions for DT infrastructure , conveying these architectures in a formal proposals to end customers and internal stakeholders
  • Communicate technical concepts to non-technical audiences using verbal, written and graphical means in capture efforts and product strategies.
  • Work as an emissary from DT to pursuits leveraging broad technical skills to define areas where DT can provide leadership in system design of cyber resilient solutions for information management, networking and compute infrastructure systems.
  • Identify concepts that eliminate gaps in product roadmaps, which attempt to bring innovative technology into the fold, and to bring cost reduction to core technologies
  • Evaluate internal solutions developed by DT to assure they are architected and designed to address cybersecurity and the end product is compliant with Raytheon DT Security policies and NIST SP 800-171 and/or NIST SP 800-53.
  • Be a key contributor on teams working with Raytheon end customers
  • Clarify complex cyber requirements that directly impact proposed solutions and overall product strategy
  • Maintain expertise in Cyber tools, techniques and processes
  • Leverage experience in cyber resilient system designs including Tactical and non- tactical VoIP, Video, Servers and Storage
This role will require the selected applicant to obtain a US Secret Security Clearance within one year of start date or sooner if business requirements dictate, if they do not already have one (which is preferred). Except in rare cases, only US Citizens are eligible to obtain Security clearances from the US Government.
This role can be located at any of the following major RMD Sites in the US (but not limited to) Andover, MA; Fullerton, CA; Portsmouth RI; and Tucson AZ. Relocation support (capped budget) can be available for the selected applicant if they are not in commuting distance to any of the major RMD Locations. Relocation details can be discussed at the appropriate stage of our process.

Required Skills:
  • 10+ years of applicable experience providing technical solutions for large complex DT systems, demonstrating a high degree of ingenuity, creativity and resourcefulness.
  • Experience in engaging customers to develop cyber resilient systems designs, including architecture, concept of operations, and deployment options for processing and communications systems
  • Strong experience in the collection of requirements and definition of solutions in the areas of DT Infrastructure and cyber secure systems.
  • Experience Architecting secure solutions involving NSA Type 1 encryption equipment, IPsec encryption equipment or firewalls
  • Experience with the architecture of information systems in compliance with NIST SP 800-171 and/or 800-53
  • CISSP certification
  • The candidate must have strong technical skills in securing Servers, Storage, Virtualization / Cloud technologies
Desired Skills:
  • Commercial DevOps environment experience with cyber security/Information assurance experience
  • Negotiation skills
  • Knowledge of Cyber security for Internet of Things (IOT)/Operational Technology (OT) devices
  • Proven track record of developing concepts and products that extends knowledge in a given field or pursuit
  • Security Operations Center, fusion centers experience
  • CISSP Info Security Specialist Engineering Professional (ISSEP) for US Government work with a systems engineering view of security
  • System Security Engineering (SSE) experience
  • Supply Chain Risk Management (SCRM) experience
  • TOGAF, ATAM or other Architecture certification
  • Secure coding Best practices and tools experience
  • Working knowledge of backup solutions and Business Continuity / Disaster Recovery (BC/DR)
  • Experience supporting the design and deployment of both classified and unclassified DT infrastructure including cyber security solutions
  • A track record of adherence to cost and schedule, and ability to team effectively with suppliers, contractors, and other Raytheon Technologies organizations.
Required Education (including Major):
  • Bachelor's degree or equivalent plus a minimum of 10 years related hands on technical experience.
