We have an opening for Program Engineer for the Cyber and Infrastructure Resilience (CIR) Program within the Global Security Principal Directorates Energy and Homeland Security (E) Program. You will be responsible for supporting the execution of a large portfolio of national security and infrastructure projects. You will assist the Program Leader and Associate Program Leaders (APLs) in implementing the program vision through the efficient management and strategic execution of work in the program. As a member of the CIR Program management team, you will contribute broadly to the leadership and strategic objectives of the program. This position reports programmatically to the CIR Program Leader and administratively to the payroll supervisor of the hiring organization. This position is to support the CIR Program. Candidates will be selected from the Washington, DC area.

Essential Duties
- Provide leadership and technical expertise in the management, planning, and support of activities associated with the CIR Program portfolio of projects in collaboration with the CIR Program Leader and APLs.
- Partner with CIR principal investigators (PIs) and APLs, develop staffing plans and workforce needs for the program, and interface with discipline organizations to address these needs.
- Promote disciplined project execution through leadership of pre-start reviews, annual project reviews, and closeout reviews; coordinate with PIs and APLs to ensure deliverables are high quality and on time, and project reporting requirements are met.
- Serve as a mentor for PIs in the development of proposals, statements of work, project plans, and procurement packages; and also, mentor PIs in the use of sound project management principles.
- Coordinate with E Program Chief Engineer in the development and implementation of project and program management principles.
- Collaborate with the CIR Program Leader to ensure coordination across the program. Interface with sponsors, other national laboratories and partners, representing LLNL at meetings that require coordination for projects within the CIR Program.
- Contribute technically and lead projects focused on cybersecurity and infrastructure resilience.
- Perform other duties as assigned.

Qualifications
- Bachelors degree in engineering, physical or social science, or a related field, or the equivalent combination of education and significant related experience.
- Significant experience in project and program management, including organizing, managing and tracking schedule, budget and milestones for a large portfolio of projects focused on national security.
- Advanced technical knowledge in one or more of the following areas: cyber security, energy systems, infrastructure systems, systems analysis, intelligence analysis, risk analysis.
- Experience managing and leading a multidisciplinary team and motivating and collaborating with other personnel in achieving project objectives.
- Demonstrated initiative to drive operational excellence and shape future strategy with minimal supervision.
- Experience working with one or more of the following organizations: Department of Energy, Department of Homeland Security, Department of Defense, California Energy Commission.
- Expert communication skills, both verbal and written, and facilitation and collaboration skills necessary to interact effectively in a diverse research team environment, prepare proposals, deliver effective presentations, advise senior management and interact with external sponsors.
- Ability to travel for sponsor and customer interaction.

Desired Qualifications
- Experience working with infrastructure owners and security providers.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.If you are selected, we willinitiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
