RMD Contracts has an opening for a Contracts Negotiator or Sr. Contracts Negotiator in the Naval Power (NP) Mission Area, supporting the Naval Strike and Joint Strike Missiles (NSM/JSM) portfolio, or other programs. The NSM and JSM programs are cooperative programs with Norwegian partner Kongsberg Defence and Aerospace (KDA). The selected candidate will be responsible for domestic US Navy, Direct Commercial Sales (DCS), and Foreign Military Sales (FMS).

Responsibilities include working closely with the Program Team (Program Managers, Engineering, Business Finance, Estimating, Operations and Supply Chain), in a broad range of contracts capture and execution activities. This includes but is not limited to front-end assessment of business pursuits, analysis of Request for Proposals (RFP), proposal preparation, contract negotiation and management, estimate at completion (EAC) reviews, support of program management and execution reviews, as well as significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications.

Candidate must be able to readily adapt in a challenging, fast-paced environment. The selected Contracts Professional supporting this key business area is responsible for management of the customer relationship, the provision of business counsel and leadership to the Program Management Teams, together with expedited proposal, negotiation and/or definitization of contracts that are critical to RMD and NP Programs. Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision.

This position on the NSM/JSM or other programs offers the candidate a broad opportunity to engage in varied contract activities on a program that has significant activity in every aspect of the programs life-cycle. The program currently consists of development, production, integration and is continuing to grow beyond the US Navy market.

This position is based in Tucson, AZ and anticipates a hybrid (partial telecommuting, partial onsite) work environment.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year

Required Skills:
  • 4 years of professional experience including negotiation and administration of major contracts and/or subcontracts. Relevant certifications will be considered.
  • BA/BS in Business, Finance, or related field (Masters degree may be considered in lieu of 2 years of experience)
  • Direct experience with customer relationship management
  • Experience in Microsoft Word, Excel, Power Point, and shared databases
  • Ability to obtain a Secret security Clearance
  • U.S. Citizenship is required

Desired Skills:
  • Juris Doctor or MBA
  • Knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and International Traffic in Arms Regulation (ITAR)
  • Experience managing production, development or service contracts valued at $25M or higher
  • Ability to understand the financial aspects of contracts, such as incentives, share ratios, and risk quantification
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding and trust
  • Proven record of responsiveness with strong time management and organization skills.
  • Hands-on proposal preparation or negotiation experience
  • Experience with US Government and US Prime Contractor customers in the acquisition and end-user and communities
  • Experience working is a fast-paced environment, where prioritization was required to be effective.
  • Past experience in working within a team and fostering teamwork and trust
  • Contractual acumen with proficiency in contracts fundamentals
  • Related contract administration experience with the US Department of Defense (DoD) including proposal preparation and contract negotiations

Security Clearance:
This position requires the ability to obtain a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
