Job Summary:
Contracts managers are entrusted with our most important asset: the trust and respect of our customers. The official face of Raytheon Missiles and Defense (RMD) to the customer, RMDs Program Contracts Managers handle essential communication, negotiation, and contract management throughout every phase of our customer relationship. Working as a strategic business partner within RMD, our ultimate aim is to deliver balanced, equitable deals that ensure mutual long-term success.

The RMD Contracts team has an opening for a Contracts Manager to support the Miniature Air Launched Decoy (MALD) program in the Naval Power Mission Area portfolio. The candidate selected for this role will be responsible for the leadership, management, and administration of a diverse portfolio of contracts.

The selected Contracts Professional can expect to be engaged in a broad range of activities, including management of developmental contracts to accelerate delivery of technology to the US Military and our allies, supporting sustainment contracts of the worlds most sophisticated weapons, and other exciting business ventures.

This position allows for part-time telecommuting and will require the selected candidate to be within commuting distance from RMDs facilities in Tucson, Arizona. Some travel may be required.

Responsibilities to Anticipate:
  • Analyze Request for Proposals (RFP); review and coordinate proposals; negotiate contracts; review estimate at completion (EAC); support program management and execution reviews; and conduct general contract administration
  • Work closely with the Program Director, Senior Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain, and Contracts Senior Manager to construct, submit, and negotiate pricing proposals
  • Provide support to senior management regarding contractual and business issues
  • Ensure that negotiated terms and conditions comply with company policies
  • Advise management of contractual rights and obligations and possible mitigation of contractual/program risks
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Qualifications You Must Have:
  • Bachelors degree in Business, Finance, or related field
  • 8 years of contracts experience or related business experience (advanced degree may be considered in lieu of 2 years of experience)
  • Experience with US government regulations
  • Experience with customer relationship management
  • Experience with contract pricing
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
Qualifications We Value:
  • Juris Doctor or MBA
  • Knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience managing development or service contracts valued at $25M or higher
  • Ability to understand the financial aspects of contracts, such as incentives, share ratios, and risk quantification
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding and trust
  • Proven record of responsiveness with strong time management and organization skills.
  • Hands-on proposal preparation or negotiation experience
  • Experience with US Government and US Prime Contractor customers in the acquisition and end-user and communities
  • Experience working in a fast-paced environment, where prioritization was required to be effective
  • Past experience working within a team and fostering teamwork and trust
  • Contractual acumen with proficiency in contracts fundamentals
  • Related contract administration experience with the US Department of Defense (DoD) including proposal preparation and contract negotiations, or a combination of five years of contracts management experience and five years of other functional experience related to business management
