The Contract Manager will be responsible for contract management of all aspects of the contracting process including proposal preparation, fact finding, negotiation, contract administration, and contract supporting International Direct Commercial Sales (DCS) and Domestic Competitive programs and pursuits for the Naval Surface and Undersea Systems (NSUS) Product Area.
This individual should possess significant knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR and/or related regulations) as well as an understanding of the ITAR and, FCPA Regulations. International Direct Commercial Sales (DCS) experience and a general understanding of localization/Offset contracting fundamentals are a plus.
This position can be located in Portsmouth, RI, Tewksbury, MA or can be remote at the managers discretion
The ideal candidate will have demonstrated experience in contracts and program management support, including leadership skills, which will enable them to:
Provide strategic thought leadership to develop innovative contracts solutions which will result in achieving program and business area objectives
Lead complex international DCS pursuits and mange international DCS contracts
Lead Domestic Competitive Proposals and Capture strategies
Engage in strategic assessment of business pursuits, proposal preparation, contract negotiations and contract administration, including participation in development of winning strategies for business pursuits
Support the greater Naval Power Contracts organization as needed
Ensure successful governance/compliance of the Contracts function
Take ownership of challenging issues and apply knowledge of situational dynamics to establish personal engagement strategy
Shape opinions of key internal and external stakeholders; negotiate skillfully to create equitable and mutually beneficial outcomes for the Raytheon and customers
Balance competing constituent priorities with business needs and use astute judgment to seek executive level direction and guidance when needed to move forward
Establish partnerships with the Naval Power Contracts Leadership team and support their priorities
Ability and willingness to travel internationally
Required Skills:
8+ years of applicable work experience in contracts, subcontracts, supply chain or program management
BA/BS degree in one of the following Majors: Business Administration, Business Management, Contract Administration, Business Law, Law or a related field
Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR and/or related regulations)
Must poses prior experience with financial business principles and understanding of applicability to Complex Contracts/Proposals to provide business counsel to management and leadership during all phases of the program cycle to include front-end capture, proposal, negotiation, award and execution, and closeout
Experience in RFP review, risk assessment, proposal review and submission, and managing program requirements within tight timelines
This position requires the ability to obtain a security clearance.

Proven experience managing major DCS Contracts or international suppliers

Formal Management/Leadership experience proven presence in diverse business situations; confidence to interact and present to senior leaders
Experience in leading, executing and managing the full spectrum of DoD, International, and/or other federal contract types valuing in range between $50 - $300 million. A working knowledge of acquisition and program management processes
