Raytheon Missiles & Defense (RMD)/Naval Power (NP) Mission Area has an exciting opportunity for a Contracts Manager (G10) within the Naval Radars (NR) product area in its Marlborough, MA location (with an opportunity to sit in Andover, MA if that is preferable for the candidate).

This role serves as the Enterprise Air Surveillance Radar (EASR) Contracts Lead, which covers the Engineering and Manufacturing Development (EMD) and Production phases for the SPY-6(V)2 (also known as EASR Rotator) and SPY-6(V)3 (also known as EASR Fixed Face) variants of the SPY-6 family of radars. These SPY-6 variants are the Navys next generation radars for aircraft carriers and amphibious warfare ships, providing simultaneous anti-air and anti-surface warfare, electronic protection and air traffic control capabilities. If all options are exercised, the EASR contracts cumulative value will be $723M, representing a multiyear backlog of radar production through 2025. The EASR program is currently transitioning from EMD to Production, with award of the first Production options received in Q3 2020.
US Citizenship is required as this position needs an active US Security Clearance within 1 year of employment

Key responsibilities include:
  • Advise on contractual rights and obligation under the contract to effectively manage change and minimize program risk
  • Develop and implement innovative contracting solutions to achieve business objectives
  • Manage day to day contract activities, including preparing Contracts letters, reviewing contractual documents, tracking contract milestones and deliverables, participating in negotiations, and interfacing with the Procurement and Administrative Contracting Officers
  • Ensure the program remains compliant to external statutory, regulatory, and procedural requirements (e.g., FAR, DFARS) and all internal Contracts policies and procedures
  • The ideal candidate will be results-oriented, able to work in a fast-paced environment, and have exceptional communication skills to effectively interact with external and internal customers. They will also enjoy working on a cross-Function team, and analyzing and developing solutions for complex issues.
  • Ability to address issues with a high degree of scope, terms/conditions and contract type complexity
  • Professional, effective written and verbal communication skills

Required Skills and Education:
  • 8 years of experience in Contract Management or related field
  • BS/BA in Finance, Business Administration or any other related area. Advanced degree may be considered in lieu of 2 years of experience
  • Experience with FAR and DFARS and internal policies
  • Negotiation experience and skills including shaping Request for Proposal (RFP) requirements, preparing internal review packages and proposals and defining strategies and leading negotiations
  • Hands-on experience building/maintaining internal and external customer relationships
  • U.S. Citizenship required

Desired Skills:
  • Strong business acumen with the ability to clearly recognize risks and/or opportunities in business transactions
  • Ability to understand the financial aspects of contracts, such as incentives, share ratios, and risk quantification
  • Ability to work independently, yet recognize matters that require stakeholder review and buy-in
  • Able to handle multiple assignments concurrently and balance competing priorities
  • Experience working with the DoD
  • Ability to travel

Security Clearance:
This position requires the ability to obtain a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
