Job Description

The selected candidate will be the GTRI Communications Security (COMSEC) Manager supporting both a National Security Agency (NSA) and Special Access Programs (SAPs) COMSEC accounts. COMSEC duties will be performed in accordance with National Security Agency (NSA) policies and procedures related to COMSEC as well as specified service regulations and contractual requirements. The position oversees the COMSEC program in accordance with NSA policies and procedures; Develops, implements and manages the GTRI COMSEC program to provide secure communications as required by the U.S. Government to support GTRI contracts; conducts self-inspection, tracks and manages COMSEC equipment, and implements corrective actions for all identified findings and vulnerabilities; Serves as the principal advisor for all COMSEC related matters.

Job Duties

Responsibilities include, but are not limited to, COMSEC Manager: detailed knowledge in cryptographic techniques including use of the Key Management Infrastructure (KMI) and Electronic Keying Management System (EKMS), crypto key generation and distribution; ordering of CCI material and devices, conduct normal operations of managing all GTRI COMSEC accounts; perform firmware updates; install key and diagnostic testing of COMSEC equipment and provide COMSEC support/oversight to establish secure voice, data links systems and navigation as required; ensure COMSEC compliance in support of successful government reviews.

Candidate will support the development/administration of a robust COMSEC Training Program for the COMSEC user community on handling of keying material, aids and equipment; support COMSEC Material Control System such as DIAS databases and inventory; safeguard/account for classified and unclassified COMSEC Controlled Cryptographic Items (CCIs); disseminate, inventory, and destroy COMSEC keying material; maintain COMSEC records; perform courier duties for COMSEC material and equipment, keep abreast of NSA guidance related to COMSEC, perform all COMSEC related investigations and comply with security procedures. Candidate may be required to provide support to other off-site locations.

Candidate will interface with internal/external customers to identify requirements and provide problem resolution. Publicize and maintain security directives, policies and procedures.

Candidate will also perform the Information Systems Security Officer role for a small number of Authorized Information Systems (AIS). In this role, the selected candidate is responsible for managing all information system security requirements for assigned GTRI AIS and assuring continuous system compliance with authorizing organizations; monitoring information systems and maintaining the environment of operation to include developing and updating System Security Plans, managing and controlling changes to the systems, conducting audits, handling incident response, participating in vulnerability assessments, and assessing the security impact of security and non-security-relevant changes.

Education & Length of Experience

Research Associate I

  • A Bachelor's degree in -Computer Information System, Information Systems Management, Information Assurance/Security, Cybersecurity or related fields.

Research Engineer/Scientist/Technologist/Associate II

  • A Masters degree in Computer Information System, Information Systems Management, Information Assurance/Security, Cybersecurity or related fields and three (3) years of relevant full-time experience after completion of that degree,

Required Minimum Qualifications

  • US Citizenship and the ability to obtain Final DoD Top Secret security clearance and access eligibility for Special Access Programs and Sensitive Compartmented Information.
  • At least 3 years of experience with BS in Computer Information System, Information Systems Management, Information
  • Assurance/Security, Cybersecurity or related fields.
  • Must possess or be willing to obtain CISSP, Security+, CISA, CISM and/or other applicable certifications in compliance with DoD-8570 guidance.
  • Experience with COMSEC and Controlled Cryptographic Items (e.g. key loading devices and encryptors).

Preferred Qualifications

  • Experience with identifying system vulnerabilities and implementing mitigation strategies.
  • Excellent written and verbal communication skills at all levels of an organization
  • An active TS/SCI security clearance is a major plus
  • CISSP or Security+ is preferred at the time of hire
  • Experience in an environment and culture steeped in teamwork and collaboration working on challenging technical projects

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
