NSA Overview

The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information. Managers at NSA, where people are a priority, are responsible for leveraging the diversity of their workforce to create innovative solutions that support the Agency's missions.

Description of the Position

The Diversity, Equality and Inclusion (DEI) Group is seeking a strong leader to be the Chief of the Office of Strategy, Innovation and Advocacy. This unique and exciting position will provide the successful candidate the opportunity to broadly impact and advance diversity and inclusion (D&I) efforts at NSA. The chief will connect for NSA the implications from barrier analysis, to strategy in order to drive change across a host of equity, opportunity and outcome challenges for the workforce. The incumbent will lead and foster a team that will perform research and study efforts including demographic data collection and analysis; perform organizational and demographic assessments to make recommendations that help increase the maturity level of DEI at NSA; lead embedded inclusion collaborators and DEI partners; manage equity reviews of policy, procedures, and business rules; lead major program reviews; provide oversight and subject matter-expertise to the Equal Employment Opportunity and Diversity Training curriculum manager and team; provide monitoring of personnel tests/assessments adverse impact reviews done by HR and oversee the special emphasis D&I programs and outreach.

The selectee will serve as a senior consultant and provide advice to the DEI Director and NSA Leaders on the development, implementation and management of a broad range of complex D&I strategies, programs and activities. They will lead and manage all aspects of research and study efforts including study design, methodology, data collection, statistical analysis, and actionable change initiatives. The work includes project conceptualization, design, development, coordination, publication and presentation. The chief will lead innovation efforts that tap Agency or scholarly research study findings for a better workplace. They will also be responsible for the timely response for internally or externally directed actions related to the Agency's D&I programs and related activities. They will oversee the development and delivery of D&I special emphasis programs and DEI outreach programs for NSA; and manage a network of DEI partners and employee resource groups across NSA in partnership with their Directorate sponsors.

Functions performed in this role include: incorporation of diversity management into agency strategic, business and senior performance management plans and systems, assessing diversity health, mentoring executive leaders and managers, reviewing and selecting corporate diversity products and services, training other trainers and consultants, working with business partners in the areas of communications, public affairs, legislative affairs, and employee life cycle. Extensive liaison with Department of Defense and Intelligence Community affiliates, the Intelligence Community Diversity Issues Board, the Defense Equal Opportunity Management Institute, contractors, private and public sector business practitioners, vendors and professional societies is required.

- Establishing and maintaining working relationships and networks with customers, professional colleagues internal and external to the Agency, foreign partners, and/or representatives of other agencies.
- Establishing organizational priorities to meet actions and deadlines.
- Coaching and mentoring.
