The selected candidate will fill the role of OPIR Ground Systems Program Chief Engineer. Responsibilities include:

– Responsible for the technical integrity of the program
– Ensure technical success and completeness of all technical meetings and major reviews
– Ensures maturity of technical baseline is tracked and technical debt is managed
– Manage the program Technical Performance Measures (TPMs) and system performance requirements
– Ensure appropriate focus is placed on mission satisfaction for trades made in developing the technical baseline
– Approve all requirements, changes to requirements, and compliance to those requirements
– Provide technical direction and guidance for issues involving mission satisfaction, operations concepts, external interfaces, and requirements
– Ensures adherence to adequate and appropriately adapted Engineering processes
– Ownership for system development processes, tools, and methodologies

Basic Qualifications
-Significant experience in systems engineering and system architecture for software-intensive development
-Significant experience in command and control systems development for multi-mission remote sensing domains
-Risk and Opportunity Management experience
-Experience with large scale ground control systems and technical baseline management
-Demonstrated ability to communicate with customers or executives, including at O6 and staff officer levels
-Technical depth and breadth in one or more Engineering disciplines
-Process development experience
-Experience with Systems Engineering life-cycle process

-Strong presentation skills and ability to address complex matter / solutions with senior leadership
-Effectively manage change
-Experience with program start-up activities
-Excellent written and verbal communication skills
-Comfortable working in a fast-paced and dynamic multi-disciplinary environment
-Demonstrated ability as a team player to build consensus among peers and build effective relationships with team members
-Experience in an Agile Software Development environment, as well as the traditional DOD Waterfall Development lifecycle.
-Experienced author and/or contributor to White Papers, Capture and Keep-Sold Strategy, and Proposal Technical Volumes
