Job Description

The GTRI Contract Management Support Office requires a Researcher to support the management of daily contractual related tasks associated with the $2.35B Combat Capabilities Development Command (CCDC) Aviation & Missile Center (AvMC) IDIQ University Affiliated Research Center (UARC) Contract.  The GTRI UARC Researcher role will be located at the GTRI field office in Huntsville, AL. The person in this position will interact in person with the contract Primary Government Sponsor (CCDC AvMC) Contracting Officer Representative (COR) and Technical Monitors to coordinate contract actions and gain valuable insight into government personnel and policies.  GTRI anticipates a large percentage of GTRI projects (over 40%) will be awarded on this contract and management of this strategic contract will be critical to GTRI's overall ability to successfully support a wide range of US Government sponsors. 

This position reports directly to GTRI UARC Level 1 Project Director and duties include but not limited to:

  • Work in close liaison with GTRI PDs, Office of Sponsored Projects (OSP) Contracting Officers and the government COR and Technical Monitors
  • Analyze contract data and coordinate with GTRI Project Directors (PDs) to process and track centralized No Cost Extension (NCE)/CLIN Realignment contract modification and travel requests.  There will be on average 1 contract mod request per day with 25-50 open requests continuously.
  • Assess upcoming NCE and CLIN Realignment using monthly close out data and coordinate required changes with GTRI PDs
  • Work with the Georgia Tech Office of Information Technology (OIT) to establish an automated help request system for UARC NCE/CLIN Realignment Requests
  • Work with GTRI PDs to create acceptable (to the government) technical justification for NCE / CLIN Realignment requests and create a standard format for these requests
  • Coordinate with GTRI PDs to get technical customer NCE/CLIN Realignment concurrence (email)
  • Provide compliant NCE/CLIN Realignment request to OSP for official submission to COR/KO
  • Develop and maintain an Excel-based consolidated status of open NCE/CLIN Realignment contract modification requests
  • Provide consolidated NCE/CLIN Realignment request status to the Level 1 PD, government COR and Technical Monitors and contract OSP representative(s) on a weekly basis
  • Research and assess Task Order travel requirements and document travel requests per contract requirements
    • Document and record COR approval for Task Order Travel on each Task Order
  • Visit/Liaison with the COR and Technical Monitors at CCDC AvMC Office on Redstone Arsenal
  • Coordinate security requests and visit with government COR, Technical Monitors and government Security Team as needed.
  • Process and Track SIPR Token and Common Access Card (CAC) requests
  • Solicit and assess concerns from government personnel
  • Access and update GTRI tools (Webwise, Cognos Reports, etc.) and GTRI CMSO Network Folders

Education & Length of Experience

Research Engineer/Scientist/Associate I

  • A Bachelor's degree in Science in Engineering Management or a Management or Technical related degree.

Required Minimum Qualifications

  • Must have 3 years of engineering/technical/research project management experience and experience providing expert guidance on engineering/technical/research project management processes 
  • Must be able to work closely and remotely with the Level 1 Project Director (PD) and the Government COR and Technical Monitors
  • Proficient in Microsoft Excel and PowerPoint
  • Outstanding oral and written communication skills with the ability to interact professionally with a diverse group of professionals
  • Be flexible and able to multi-task, able to focus on pop-up priorities as required
  • Well organized with strong attention to detail
  • Be willing to travel to Atlanta or sponsor locations about 4 times per year (estimate)
  • Ability to obtain DoD Secret Security clearance with the ability to obtain a Top Secret clearance 

Preferred Qualifications

  • Experience working on government contracts and with government sponsors is preferred
  • Experience working with GTRI or similar UARC and sponsors is preferred

Due to our research contracts with the US federal government, candidates for this position are required to be US Citizens.
