Job Description:

The Close in Weapons System Domestic Lead develops comprehensive business strategies and action plans, executes customer-focused communications and engagements, and oversees cross Raytheon collaboration resulting in a capture plan for domestic growth of the Raytheon Close in Weapons Systems. The Domestic Lead directs multi-functional cross-business teams and frequently engages senior business leadership throughout Raytheon Missiles and Defense. The Domestic Lead deploys the Integrated Product Development System (IPDS) tailoring the capture process to propose winning solutions that best align with customer evaluation criteria, desires and Raytheon Missiles and Defense strategy.

Responsibilities include, but are not limited to:
  • Leads the identification, capture planning, and capture execution of Close in Weapons Systems programs.
  • Develops and maintains Growth Strategies for Domestic markets.
  • Develops and implements comprehensive capture plans and strategies; understands the customers requirements and budgets; creates comprehensive views of the environment and competition; and develops / implements winning strategies that leverage Raytheon and team discriminators and mitigate weaknesses.
  • Engages with Integrated Supply Chain and other functional groups to create teams and/or collaborations to strengthen Raytheons winning position.
  • Uses Price to Win and/or Position to Win techniques to establish favorable financial positions.
  • Leads collaborative cross-functional teams in the development of capture plans to leverage all organizational strengths at Raytheon. This includes the development of action oriented capture plans, customer and engagement plans, and providing operational and technical inputs to develop system solutions.
  • Engages Senior Leadership with periodic updates on strategy and capture status.
  • Develops and maintains excellent relations with USN and international customers. Ensures continuing customer relations and an effective flow of information to deliver business objectives.
  • Coordinates and collaborates with line of business management, strategy, business and finance, contracts and global supply chain, technology and engineering offices and functions.
  • Simultaneously leads multiple opportunity pursuits and be capable of transitioning an opportunity from assessment through pursuit.
  • Ability to travel between 25-50 percent of time.
  • Attend Trade Shows to meet potential customers and maintain relationships
  • Win strategy development Develop a capture strategy that synthesizes information regarding the customer, competitors and Raytheons strengths and weaknesses and create a sound business case and value proposition based on customer requirements.
  • Bring in solutions from potential partners that create a solution for our strategies bringing best value and competitive advantage.
  • Plan and execute captures; translating win strategies into a comprehensive capture plans and proposal development plan including win themes and discriminators.
  • Conduct Gate Reviews and coordinate Color Team assessments.
  • In partnership with Requirements and Capabilities and the Program teams, establish and execute a customer engagement plan to build a close relationship with the customer and external stakeholders ensuring our solution and proposal reflect a best value offering.


This position requires a current Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Qualifications you must have:
  • Bachelor's Degree in a related discipline, or equivalent experience
  • 10+ years relevant work experience
  • Experience working with aerospace and defense industry companies in a prime-subcontract relationship
  • Knowledge of the Naval Defense marketplace and stakeholder customer organizations and budgets in order to develop market trends and strategies
  • Knowledge of the Department of Defense acquisition processes
  • Demonstrated knowledge of Department of Defense (DOD) acquisition.
  • Knowledge of Export / Import controls.
  • Experience with customer focused marketing and a proven track record of effectively using matrix organizations and sub-contractors to get results
  • Ability to develop effective relationships with internal and external customers, and build and lead highly effective teams
  • U.S. Citizenship is required
  • A current Secret US Security Clearance.



Qualifications we value:
  • 12+ years of related Naval Weapons Systems experience
  • Executive business acumen with excellent written and verbal communications
  • Experience in competitive analysis, customer analysis, win strategy development, conduct of color teams and price-to win analysis
  • Working knowledge of naval systems and effectors.
  • 6 years of business development experience.
  • Demonstrated ability to think strategically; motivate/energize a team and ability to develop and implement creative strategies to win new business
  • Six Sigma Specialist Qualification (Raytheon Technologies or equivalent) or ability to achieve within 1 year.
  • Experience shaping USN and international markets and customers to achieve favorable outcome for Raytheon Technologies
