We have an opening for a Budget Operations Group Leader to work in a dynamic and fast-paced environment. You will be responsible for leading and overseeing financial management, institutional reporting and planning, budget and funding execution activities, forecasting, modeling and analysis of the Laboratorys overall budget. The selected candidate will manage, and provide oversight to exempt professional budget/financial analysts who are responsible for the formulation and modeling of indirect rates,  forecasting and analysis of indirect collections, funding determinations and updates to the Cost Accounting Standards Board (CASB) disclosure statement.  This position is within the Office of the Chief Financial Officer (OCFO) Budget Department and reports directly to the Budget Officer.

Essential Duties
- Provide leadership, direction, and oversight to the Cost Accounting and Indirect Analysis and Budget Systems and Reporting groups to include: managing institutional indirect budget guidance and processes, employing advanced budget performance and analysis methodologies, developing and implementing corrective action plans, and overseeing self assessments and formulating responses to audits.
- Coordinate and integrate long-range strategic plans for enhancing financial reporting to ensure consistent financial data for LLNL senior management decision making.
- Develop strategies for increasing efficiencies and streamlining processes, and enhancing budget systems and applications with OCFO senior management.
- Oversee, develop, direct and implement Group personnel functions, programs, procedures, and workforce plans including staff development, succession planning and performance management.
- Responsible for general oversight and personal commitment to the goals of Integrated Safety Management, Integrated Safeguards and Security Management, compliance with all ES&H regulations, good business practices, diversity and equal opportunity.

Qualifications
- Bachelors degree in Business Administration, Accounting, Finance, or related field, or equivalent combination of education and related experience.
- Extensive expertise in developing highly complex financial spreadsheets and databases. Expertise in utilizing institutional financial tools and applications.
- Experience in leadership with demonstrated ability to motivate and inspire a diverse professional staff, and collaborate with peers to achieve organizational objectives.
- Demonstrated expert communication and interpersonal skills necessary to establish and maintain effective working relationships with a broad-cross section of executive management and administrative personnel, internal and external to the Laboratory.
- Experience in successfully negotiating and influencing various levels of personnel.
-  Extensive financial knowledge and expertise with line management experience.
- Proven record of accomplishment as demonstrated by progressive levels of increasing management responsibility.
- Significant experience resolving complex problems and developing, planning and coordinating solutions.
- Experience and comprehensive knowledge of business and financial practices and the ability to effectively balance technical and budgetary priorities to achieve desired results.
- Substantial experience in direct/indirect funding and distribution mechanisms, Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR).
- Demonstrated advanced problem solving, decision making, and analytical skills necessary to independently advise, recommend, and resolve complex problems having Lab-wide impact.
- Experience overseeing and leading financial professionals to ensure compliance with regulations and achieve organizational objectives.
- Demonstrated expert verbal and written communication skills necessary to prepare and deliver highly complex financial briefings and provide expert financial advice to senior Laboratory personnel and external organizations and agencies, including DOE/NNSA HQ.
- Demonstrated advanced interpersonal skills necessary to establish and maintain effective working relationships with a broad-cross section of management and administrative personnel internal and external to the Laboratory.
- Demonstrated expertise in applying CAS and making funding determinations.
- Comprehensive demonstrated knowledge of the missions and management relationships.


Desired Qualifications
- Masters degree in Business Administration, Accounting, Finance or related field.

- Experience in successfully negotiating and influencing various levels of personnel at LLNL, DOE/NNSA, and parent companies.

- Comprehensive demonstrated knowledge of the missions and management relationships among LLNL, LLNS and DOE/NNSA organizations.
- Experience successfully negotiating and influencing difficult issues and with various levels of personnel internal and external to LLNL.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.  This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires a Department of Energy (DOE) Q-level clearance.
