We are seeking an Associate Program Leader to provide technical leadership for the Nuclear Threat Diagnostic mission area. You will lead all diagnostic activities and be the primary contact between the National Nuclear Security Administration, the Department of Defense (DOD), and the Federal Bureau of Investigation (FBI). This position is in the Nuclear Counterterrorism and Counter Proliferation (NCTCP) Program within the Global Security Principal Directorates Nuclear Threat Reduction Program (N Program).This position will report programmatically to the NCTCP Program Leader and work closely with the Nuclear Emergency Support Team (NEST) Program Leader and administratively to the final candidates relative discipline division.
Essential Duties
- Lead a team of scientists and technicians to contribute to the improvement of LLNLs diagnostic capability with NEST structure. Manage a diagnostic R&D portfolio across various funding lines.
- Participate as a responder and lead the staffing and recruiting of diagnostics responders for various NEST mission areas ensuring technical integrity.
- Identify research areas across the laboratory that can be used for diagnostic needs within the mission area and apply them for the improved benefit of the community.
- Establish national needs and communicate them with the mission area partners as well as funding organizations in collaboration with LLNL mission area management as well as scientific partners at Los Alamos National Laboratory (LANL) and Sandia National Laboratory (SNL).
- Provide vision and leadership to the technical diagnostic community, and setting strategic requirements, in collaboration with other national laboratories and international partners.
Develop and implement a strategic vision for the Laboratory.
- Develop and lead LLNL planning and execution of diagnostic portfolios including participating in the development of a road map within diagnostics working groups.
- Manage and oversee development and implementation of the Radiation Test Object (RTO) capability at Devise Assembly Facility in Nevada and oversee development of integrated LLNLs radiation diagnostic capability jointly with other LLNL organizations.
- Perform other duties as assigned.
- Ph.D. in physics, engineering, or a related field or equivalent combination of education and related experience.
- Significant experience working with detection technologies and performing research and development of diagnostic hardware as well as various signature interpretation methods.
- Subject matter expert knowledge and familiarity with NNSAs emergency response mission, funding organizations, and operational partners. Qualified as an operational member with one or more response organizations within NEST.
- Extensive experience working in a dynamic, high pressure, complex, environment, across organizational boundaries; ability to exert influence and lead the topical areas development.
- Expertise applying project management tools and techniques, including work planning, scheduling, cost estimating, analyzing, budgets, and controls reporting.
- Substantial leadership experience and interpersonal skills to attract, motivate, and retain a high performing scientific staff.
- Significant experience and understanding of nuclear weapon design and functionality. Extensive experience interacting with communities that are tasked with understanding Foreign Nuclear Weapons as well as Improvised Nuclear Weapons.
- Expert communication, facilitation, and collaborations skills and the ability to explain complex technical concepts to a variety of stakeholders and partners in an easily understood manner.
Desired Qualifications
- Management experience as a Principal Investigator with responsibility of leading multi-million-dollar R&D portfolios.
- Knowledge of Laboratory mission and business trends, and of Laboratory, corporate, DOE, and customer/sponsor requirements.
- Significant experience working with management and/or internal/external customers/sponsors regarding matters of significance to the area.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.If you are selected, we willinitiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
