Associate Program Leader for Nuclear Detection Operations *Active Clearance Required*

We have an opening for an Associate Program Leader to provide technical leadership for the Nuclear Detection Systems (NDS) program with a focus on nuclear detection operations. You will be responsible for supporting the application and operational aspects of project research and development while working with sponsors and users to articulate operational needs and requirements. This position is in the Nuclear Threat Reduction Program (N Program) within the Global Security Directorate. This position is partially funded for sponsor engagement and will also include direct programmatic work.

This position will be filled at either the SEL.4 or SEL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this Role, You Will

- Provide leadership, management and planning to identify operational applications and requirements for the stakeholder community, drive the development of new nuclear detection research proposals and projects to meet their operational needs, and support N Program Strategic planning to improve nuclear threat reduction.

- Represent LLNL's NDS program in its interactions with senior LLNL management, external sponsors, internal and external stakeholders, and users to understand and articulate operational needs and requirements while ensuring integration of broader synergistic and complementary laboratory capabilities.

- Participate in setting strategic requirements and developing strategic planning for N program.

- Engage with other national laboratories, university research groups, industrial research and production contacts, and international partners to collaborate, coordinate, or inform research efforts at LLNL.

- Participate in staffing of R&D positions, and attract, retain, recruit, and select staff with technical expertise.

- Provide vision, creativity, and leadership to maintain and ensure appropriate quality standards of highly complex projects for all the program's activities including reviewing, coordinating, and approving deliverables, publications, and presentations. Promote and maintain a positive image of the Laboratory and strong internal/external customer relationships by ensuring project and program objectives and commitments are met successfully.

- Perform other duties as assigned.

In Addition, at the SEL.5 Level

- Manage and provide strategic planning, direction and oversite to nuclear detection projects that have strong operational components or requirements and significantly impact major Laboratory science, technology, or engineering programs/organizations and/or key sponsors.

- Administer and direct activities for staffing of R&D positions, and attract, retain, recruit, and select staff with technical expertise. Act as a catalyst for others' innovation.

- Act as the senior technical expert on large programs/ projects that affect the organization's or Lab's long-term goals and objectives. Extensively influence senior management, policy makers external customers/sponsors, and a broader community of experts.


- Active DOE Q or Top Secret clearance required at time of hire.

- Ph.D. in physics, engineering, or a related field or equivalent combination of education and related experience.

- Significant operational experience with and subject matter expert level knowledge of nuclear detection systems, such as, emergency response, reach back, safeguard applications, and field deployments.

- Significant experience performing research and development in nuclear detection, detection materials and/or detection software.

- Experience and expert understanding of nuclear weapons signatures and signatures of confounding and nuisance sources.

- Expertise with project management tools and techniques, including work planning, scheduling, cost estimating, analyzing, budgets, and controls reporting.

- Substantial leadership experience and interpersonal skills to attract, motivate, and retain a high performing scientific staff.

- Supervisory experience including ability to plan and guide advanced technical projects including budget analysis and setting timeline deliverables.

- Experience managing and leading multidisciplinary teams, mentoring, motivating and collaborating with other personnel in achieving project objectives and the organizational, administrative and interpersonal skills needed to motivate staff to deliver a complex high-quality product in a timely manner to a sponsor/end user.

- Strong communication, facilitation, and collaboration skills to effectively present, explain, influence, and advise senior management and/or external partners and sponsors.

- Expert level verbal and written communication and presentation skills necessary to lead design reviews and author technical and scientific reports, publications, invited papers, deliver scientific presentations, and provide advice to management and /or sponsors.

In Addition, at the SEL.5 Level

- Extensive experience working with the NNSA's, DOD's, DHS's, and IC's science, technology and engineering community in either a military or civilian capacity, with experience technically assessing emerging science and technologies related to nuclear detection.

- Extensive management experience in highly advanced project/program planning, budgeting multifaceted projects, staffing, meeting milestones and deliverables, and resolving conflicts in scheduling, priorities, and funding to successfully run and sustain a program.

- Extensive experience and demonstrated ability to apply, lead and/or develop cutting -edge principles, theories, concepts, and technologies related to incident response, radiation detection and diagnostics, energetic materials, materials science, and/or nuclear physics.

Qualifications We Desire

- Military service assignments or work experience with military operations involving nuclear or other WMD detection.

- Experience with non-radiation measurements including biological, chemical, and contextual sensors.

-Management experience at the Principal Investigator level of responsibility leading substantial R&D project portfolios.

- Knowledge of Laboratory mission and business trends, and of Laboratory, corporate, DOE, and customer/sponsor requirements.

- Significant experience working with management and/or internal/external customers/sponsors regarding matters of significance to the area.

- Experience with machine learning applications, parallel computing, and software development best practices and standards.
