Job Summary:
Raytheon Missiles and Defense (RMD), Land Warfare & Air Defense (LW&AD) is seeking an Associate Director for Program Management (PM) to manage multiple, mixed development and prototype build programs within the Multi-Function Radio Frequency System (MFRFS) product line and lead the capture for organic, follow-on new business pursuits. MFRFS is a significantly expanding product line that provides quick reaction capability (QRC) through the leverage of commonality and iterative design methodologies. MFRFS is a one-Raytheon product line with significant execution scope being performed by other Raytheon businesses. This is a critical MFRFS leadership team position for the quickly growing MFRFS vehicle-based radar product area. This scope is a cornerstone growth effort to the MFRFS Product Line. This PM will report to the MFRFS Product Line Director and will partner with the other product line PMs, the MFRFS Tech Director and the Chief Engineer to ensure collaboration and knowledge sharing between the development managers and other production and sustainment managers. The Associate Director, Mobile Counter Unmanned Aerial System (C-UAS) Radars will work closely with Raytheon C-UAS kinetic and non-kinetic effector programs and effector product areas across the enterprise to ensure radar compatability and a system-of-systems solution-based approach to meet customers Short Range Air Defense (SHORAD) needs. This position will have 1-2 MFRFS product line program managers directly reporting to them.
This position is based in McKinney, Texas but will have hybrid work (remote and on-site). Travel required about 20% of the time.

Responsibilities to Anticipate:
  • Works with the leadership team to develop key strategies in the development of suppliers, make/buy studies and production synergies with other radars products
  • Works closely and transparently with the government customer to enable the prototype nature and resulting risk the customer owns; also supports and manages adaptation during the contract to address the evolving theater/soldier environment and needs
  • Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors
  • Sets milestones and monitors adherence to program master plans and schedules
  • Proactively identifies potential problems in sufficient time for corrective action to be taken; actively manages risk and opportunities
  • Supervises and integrates the performance of the execution Program Managers, program Integrated Product Teams and functional organizations
  • Establishes and maintains strong customer, user/stakeholder and partner relationships and leverages those relations ships to capture follow-on business to meet AOP bookings targets
  • Coordinates with other organizations/business areas within Raytheon in the development and prototype build of the total mission solution
  • Responsible for regular reporting to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs)
  • Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re- Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.

    Qualifications You Must Have:
  • Bachelors degree; preferably in a STEM field (Science, Technology, Engineering, Math) or related business discipline.
  • Minimum of 12 years of prior relevant experience - minimum 2 years of Program management or related IPT experience in design and complex efforts
  • Experience with technical systems preferably of radar systems and the radar design process
  • Prior experience with Government contracting requirements such as: Federal Acquisition Regulations (FAR), and International Traffic in Arms Regulations (ITAR)
  • Experience working with EVMS, IPDS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
  • Ability to obtain EVMS Certification within one year of employment
  • Ability to obtain Raytheon Technologies Program Management Excellence (PMX) level 4 certification within 18 months

    An active and in-scope Secret US security clearance
    U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

    Qualifications We Value:
  • An advanced degree or MBA is desired
  • Experience working with Department of Defense (DoD)/Military (MIL) Standards and the military equipment acquisition and qualification process
  • 5 years of experience working with Systems Engineering and Software Engineering in an IPT or Program effort to develop a radar capability and integrated software solution
  • Experience with leading and managing a successful, large complex design program or equivalent; especially in building and leading a multi- disciplined team including members from Engineering, Operations, Integrated Supply Chain, and Quality
  • Experience with the defense acquisition processes for systems
  • Experience with commonality approaches
  • Program Management Excellence (PMX) Level 3 Certified, or ability to obtain certification
  • Strong ability to effectively and proactively communicate with internal and external constituencies
  • Export/Import (EX/IM) experience

    This position requires either a U.S. Person or Non- U.S. Person who is eligible to obtain any required Export Authorization.
