Job Summary:

Raytheon Technologies Strategic Missile Defense (SMD) Mission Area has an exciting opportunity for an Associate Director Contracts for the Glide Phase Inceptor (GPI) Program working within our Strategic Engagement Systems (SES) Program Area Directorate. We are looking for a passionate Contracts professional seeking a high degree of responsibility leading this complex new development program.

The candidate will serve as the GPI Contracts leader responsible for managing a strategic and competitive GPI contract with the Missile Defense Agency (MDA). The candidate will be the primary focal point for all contractual and programmatic support with responsibility for establishing and maintaining trust and cooperation with internal and external customers. The candidate will ensure the proposed and negotiated terms and conditions comply with company policies and guidelines.

The candidate will have a business acumen and program knowledge to understand programs performance, provide guidance and influence outcomes to achieve program and financial objectives.

The candidate is responsible for managing a design, development, integration, and testing for Firm Fixed Price (FFP) Other Transaction Authority (OTA) contracts, as well as cost reimbursement contracts (CPAF, CPIF, and CPFF) which requires reporting performance and tracking progress to ensure that the program achieves the stated criteria in the contract in order to meet the performance/schedule incentives. The candidate will lead the PMR and iPMR presentations and status reviews for contracts.

The candidate will lead the change management process in order to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays in this development program. The candidate is expected to deal with issues that require detailed information gathering, analysis and investigation to understand the problem from difficult and moderately complex.

The candidate will review Request for Proposals (RFPs), Contract Change Proposals, and Request for Equitable Adjustments (REA) for requirements and risks, ensure proposed solutions meet customer requirements, addresses risks, while meeting company policies and standards.

The Sr. Manager will be required to work closely with Program Managers, Business/Estimating, and Office of General Counsel. The selected candidate will advise management of contractual rights/obligations and the means to mitigate contractual/program risks.

The candidate will be responsible for the Period 0 execution while also leading the competitive Request for Proposal response for Periods 1-4. Upon award of Period 1, it is anticipated that the candidate will lead a contract team of at least one additional experienced professional, and be responsible for leading their performance development.

This requisition is Contingent upon successful down-select for a Period 0 Contract with MDA

Tucson, AZ location preferred but this position can be based at an RMD site with remote work within commuting distance to a Raytheon Missiles & Defense field office may be considered.

Responsibilities to Anticipate:
  • Develops customer engagement strategies necessary for successful contract execution and resolution with Prime.
  • Ensures compliance with flow down requirements as the subcontractor in support of the Prime.
  • Establishes a close working relationship with the Program Office and supporting Functional Leads, as well as the Prime Contractor.
  • Handles all contracts duties resulting in achieving program and business area objectives.
  • Leads coordination of any payment issues to ensure compliant and timely payment in support of AOP.
  • Contract lead for GPI Program in all contract pursuits, proposals, REAs, and negotiations.
  • Seeks innovative contracting techniques to ensure mutually benefitting outcomes with MDA.
  • Utilizes interpersonal relationship and influential skills collaborating cross-functionally to achieve Program objectives
  • Takes ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy.
  • Works across the enterprise to shape opinions of key stakeholders, balance competing priorities while working in a fast-paced, dynamic environment.
  • Recognizes business and contractual issues in program performance, implements solutions and carries to completion, while exercising good judgment as a leader.

Qualifications You Must Have:
  • Bachelors degree, preferably in Business, Finance, or related field
  • 12 years or more of professional experience relevant to contract administration
  • Experience in management of complex contracts and/or subcontracts
  • Experience in proposal preparation and /or contract negotiation for development, production and /or service contracts
  • Experience working with Federal Acquisition Regulations (FAR) terms and conditions
  • Experience working in a large corporate environment, such as matrix, or cross-functional leadership teams or within geographically dispersed teams
  • Ability and willingness to travel domestically to support program needs
  • US Citizenship
Ability to obtain and maintain a US security clearance prior to day one of employment. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

This position requires the eligibility to have or obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
