Job Description:
We are seeking an engineering leader with experience in transitioning large development programs into production. This Array Integrated Product Team Lead (IPTL) will independently lead the transition of programs from development into production. This position will reside within the Electrical Products Team (EPT) under the Antenna and Microwave Department (AMD).

This IPTL position has significant responsibilities of leading and coordinating scope estimated at $150 million and a team of around 50 employees across multiple functions. The Array IPTL will maintain the execution of the schedule and deliverables, perform at a high operational speed and demonstrate an ability to react quickly to changes in both the plan and priorities while maintaining execution rigor and cost awareness that is appropriate to a production environment. The role will also be a strategic position requiring daily contact with IPTL counterparts, program management and the program customer.


This position will need to develop and implement strategies to bring array assembly, integration, and test from developmental testing to full rate production. Due to obsolescence for long-term system life cycles, there will also be the need to perform development simultaneously with the on-going production and the resulting verification of the new designs as well as identification and implementation of cost reduction initiatives to enhance system affordability.

Responsibilities include providing technical leadership, control account ownership, guidance and direct interfacing with customer organizations as well as working groups, program management, and a Raytheon multi-disciplined team to provide customers with validated production arrays to meet the customer needs and acceptance criteria.

Specific duties include:
  • Integrated Product Team Leadership responsibilities for the overall technical execution of production, integration, test, and sell-off of phased arrays
  • Provides oversight of Hardware Configuration Item (HWCI) development, including configuration control, to ensure HWCIs are built within budget and schedule for required shipset deliveries.
  • Supervises and performs HWCI development and qualification
  • Supports Land Based Test Site (LBTS) and in-plan test event planning.
  • Leads development of First Article Qualification Test (FAQT) and Environmental Qualification Test (EQT) plans, procedures, and reports
  • Acts as senior technical advisor in the development of Engineering Change Proposals (ECPs)
  • Ensures that requirements are most effectively and efficiently implemented in the hardware while controlling cost and risk
  • Ensures that the hardware is producible, and that best manufacturing process are implemented and appropriate quality assurance (QA) practices are used
  • Verifies Manufacturing Plan and Schedules are attainable
  • Develops Manufacturing documentation and performs Manufacture Level readiness(MRL) assessments
  • Participates in the programs Configuration Change Board (CCB)
  • Maintains drawings, models, and other artifacts that comprise the Technical Data Package (TDP)
  • Develops Estimates at Completion (EAC) and leads the engineering estimating process
  • Directly interfaces with Program Leadership and Navy customer technical community

    This position requires a current Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.

    Qualifications you must have:
  • Minimum 12+ years relevant experience
  • Experience in developing development strategies and cost proposals
  • Experience working in an Integrated Product Team/Cross Business Team (IPT / CBT) environment.
  • Earned Value Management Systems (EVMS) experience, with ability to achieve EVMS Level 2 Certification
  • U.S. Citizenship status is required
  • Active U.S. Security Clearance as of day one of employment
  • Extensive knowledge in one or more of the following: design and Technical Design Package (TDP) development, production, fabrication, integration assembly, and customer support experience with large complex radar assemblies
  • Bachelors Degree in STEM (Science, Technology, Engineering Math)

  • Effective presence and influential leadership capability, with the ability to interact with senior levels of leadership effectively - including customer, Raytheon and suppliers
  • Success in working directly with a USG
  • Proficiency in all Microsoft Office applications
  • Ensure effective transition of programs from design to manufacturing
  • Demonstrated excellent leadership and communication skills to drive team performance
  • Advanced degree in Systems, Electrical, Mechanical, Computer, or Software Engineering
