The Naval Strike Missile (NSM) & Joint Strike Missile (JSM) Program Manager will work for the Cruise Missile Director and lead NSM & JSM efforts supporting numerous United States services and foreign militaries. The NSM/JSM PM will be responsible for the execution and growth of the program, ensuring that each of the program milestones align with the overall Cruise Missile Portfolio objectives.
This position will regularly interface with the senior customers & key partners/suppliers in order to support the customer and mission. They are responsible for removing barriers and defining solutions that support the program. This position will work across all functional organizations to include cross-RTN, RMS off-sites, and international partners to staff the program and ensure the timely start-up and delivery of products and services in accordance with the NSM/JSM contract(s). This role will also have significant challenges in establishing rapport and relationships with the international partner, working through Export/Imports (EXIM) and multi-country security requirements. Familiarity with managing international partners and the implications of import and export requirements is a necessary skill for this role.
Responsibilities to Anticipate:
  • Program Leadership: Responsible for defining the NSM/JSM Program Vision, effective program leadership and communication, defining roles and responsibilities of the production leadership team, maintaining authority and accountability, managing stakeholder interests, initiating corrective actions when needed.
  • Program Culture: Responsible for maintaining a positive, diverse, and inclusive program culture to which top talent is attracted. Influential in growing the program team as additional contracts are established.
  • Program Growth: Implement campaign plans for future generation growth across end users and platforms. The NSM/JSM PM is accountable for new business capture strategy development, management of all program growth initiative pursuits, as well as the management and execution of all NSM/JSM contracts. The program manager serves as focal point for any worldwide international growth strategies, while also developing and implementing in-country win strategies, developing industrial teaming strategies and maintaining the overall growth roadmap.
  • Customer Influence: The NSM/JSM PM will be required to develop and maintain positive and influential relationships with their customer counterparts, internally and externally. This role will be the face of the program and the key counterpart to customer leadership.
  • Program Reviews: Responsible for interfacing with customer and participating and supporting the joined Program Management Reviews, Gate reviews, Risk & Opportunity Boards, including International Partner events.
  • Program Planning: Responsible for managing output of integrated program plans, Integrated Product Development System (IPDS) tailoring reports, reconciled Integrated Master Schedule (IMS) and risk mitigation efforts.
  • Program Contract Baseline: Responsible for managing output of proposal data packages, reviewing requests for clarification, assuring a definitized contract, reviewing contract letters, contract modifications, engineering change proposals, and unsolicited proposals as applicable. The NSM/JSM PM is expected to support proposal activities for follow-on work.
  • Program Resources, Financial Planning and Management: Responsible for the management, approval, and review of EACs, AOP, BSEC plans, staffing strategies, capital plan and appropriations requests, 5-year business plan inputs, and financial forecasts.
  • Program Integrated Technical Management: Responsible for management, approval, and review of the mapping of technical responsibilities to the program team, supplier purchase orders, supplier management strategy and unit production cost goals.
    This position acts with a reasonable degree of independence, restricted by basic policies and objectives, assists in planning, directing, and controlling all relevant business operations, makes final decisions on administrative, technical, and operational issues and responsible for the final results and effectiveness.
    Domestic and international travel is required about 25% of the time. This position is based in Tucson, AZ and will require working on site.
    Qualifications you must have:
  • 12 years experience; preferably in Program Management, and/or appropriate functional/project experience in directly supporting program objectives managing cost, schedule, and technical performance
  • Bachelors degree in non-technical related field, but preference of concentration in Engineering, Science, or Mathematics; Masters degree preferred
  • Experience creating strategic plans and abilities to manage those initiative throughout the full execution, including wide ranging, and in-depth experiences and agilities in large scale transition to production assignments
  • Experience leading technologically diverse teams across broad areas of expertise
  • Experience working government programs (large/complex) with direct customer interfaces, both internal and external, including Industry Partners
  • International program execution experience
An active and in-scope Secret US security clearance
Qualifications we value:
  • Raytheon Program Level 3 certification or equivalent
  • Experience with the USN, NAVSEA, NAVAIR customer community and contract negotiations with these entities
  • Leadership Experience with Programs going through the development and production phase of their lifespan
  • Existing financial acumen and experience with EAC & AOP forecasts
  • Ability to multitask in a fast paced dynamic environment
  • Experience with teaming agreements with international partners
  • Earned Value Management Systems certification
  • Experience with Raytheon IPDS Gate processes, with specific focus on Gates 4-11
  • Working knowledge of EX/IM and Security requirements
  • Multi-functional stretch assignment(s) with broad perspectives of cross-functional responsibilities
  • Demonstrated program execution experience managing program staffing, assignments, and resources
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering
  • Demonstrated strong Leadership and Communication skills

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
