Job Description:
We have an exciting opportunity for a Short Range Air Defense Capability Program Manager leading the US Army Integrated Fire Production Capability (IFPC) development program within the Short to Medium Range Ground-Based Air Defense (SMGBAD) mission capability portfolio. This position will be responsible for leading a franchise program to deliver capability to the Warfighter. The PM will be responsible for executing RTXs investments and developing strategy. S/he will also be expected to collaborate with functional partners and influence in a matrixed environment to achieve the successful management of the overall project. S/he will apply disciplined program management processes and tools such as Export/Import compliance, Earned Value Management System (EVMS), and Risk & Opportunity Management to maintain excellence in execution, and will regularly interact with senior leadership on strategy, program status and direction. In addition, the PM will be a key interface with new US government contacts, industry partners, and user stakeholders; and s/he will be expected to both establish and maintain those critical relationships.
This position is based in Tucson, AZ and requires ability to travel domestically about 25% of the time.
Responsibilities to Anticipate:
Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
Sets milestones and monitors adherence to program master plans and schedules.
Proactively identifies potential problems in sufficient time for corrective action to be taken.
Supervises and integrates the performance of the program Integrated Product Teams and functional organizations.
Plan, direct, and coordinate all contract operations. Manage contract performance by maintaining close familiarity with developing job requirements, interviewing, and hiring personnel capable of meeting requirements, and participating in meetings with military, government, and host nation personnel to obtain and provide feedback.
Establishes and maintains strong customer, user/stakeholder and partner relationships
Responsible for regular reporting to senior leadership on program performance, Annual Operating Plan (AOP) forecasting, monthly operating reviews (MORs) and quarterly Estimates at Completion (EACs).
Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance using the approved business model management tools including Earned Value Management System (EVMS), Integrated Product Development System (IPDS), Process Re- Invention and Systems for Manufacturing (PRISM), Risk & Opportunity, etc.
This position requires a current Secret U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
Required Qualifications:
  • 12+ years of experience; preferably with Program Management.
  • Prior experience overseeing the production and development of complex systems
  • Experience in managing cost, schedule and technical performance for various types of government contracts
  • Experience with EVMS, Integrated Master Schedule (IMS) and Risk & Opportunity Management
  • Prior experience building and leading high performing teams
  • Bachelors degree; preferably in STEM field or related business.

An active and in-scope Secret US security clearance

Desired Qualifications:
  • Raytheon Technologies Program management - PMX Level 3 or 4 Certification; or ability to obtain within 1 year
  • Ability to obtain EVMS Level II Certification within a year of employment
  • 12+ years of experience in program management or related experience for Integrated Missile Development and Production
  • 4+ years on missile development and integration programs
  • Experience with leading and managing a successful, large complex development program or equivalent
  • Integrated ground based air defense experience desired
  • Experience in building and leading a multidiscipline team including members from Engineering, Operations, Integrated Supply Chain, and Quality
  • Ability to lead by influence and collaboration
  • Strong communication skills
  • An advanced degree in STEM (Science Technology Engineering Math) or MBA is desired
