The Mission Area PMX Deputy Lead will be responsible for execution oversight of all programs within an RMD Mission Area, in a coordinated approach with the Mission Area PMX Lead. The Mission Area PMX Deputy lead will possess the credibility and programmatic experience to manage execution of the portfolio of programs to deliver the short term and long term financial and business goals. This role will be responsible for taking a broad look at program health and execution metrics to drive systemic program improvement opportunities. The position drives business performance and growth and helps to set the vision and execute strategic plans and direction, lead change efforts, and focus and motivate the program area teams to achieve established goals. This role will also ensure that Program Managers have and utilize the PM knowledge, skills, processes, tools and best practices that enable flawless program execution. This role will report directly to the Mission Area PMX Lead supporting a functional member on the Product Line/Business Area Leadership Team. This is a two-year rotational assignment.

Responsibilities to Anticipate:
This person will be a visible role model of leadership excellence, vision and integrity and support the successful execution of technically complex, highly competitive programs of significant size.

Collaborate and influence product area directors, program managers and functional leaders to set vision and direction, establish plans and strategies, and motivate the product line to achieve established goals.

Provide Program Assist on strategic or troubled programs. Coordinate the participation of needed subject matter expertise from across the RTN enterprise to support programs in the identification of program performance challenges/opportunities, root cause analysis, and developing/implementing performance improvement solutions.

Support and enhance program Gates 3 through 5. Coordinate with capture/proposal and program startup teams to identify program management needs, assist in the identification and acquisition of needed subject matter expertise from across the RTN enterprise, and perform a pre-execution readiness assessment for key or strategic programs. Support color team reviews in ensuring assessment and readiness for execution.

Develop PM capability to build business strategy and road maps to maximize reuse, ensure affordability and maximize competitiveness as a foundation for growth.
Ensure PM talent pipeline supports growth and mix of programs. Collaborate with other PMX Leaders and the Global Talent Development to ensure that sufficient PMs with the right level of knowledge and experience are available to lead and manage our existing programs of varying size and complexity, as well as providing the PM bench strength needed to support planned business growth strategies.

Lead the program leveling assessment to ensure all current programs are assigned the appropriate program level, as specified in the Raytheon Program Leadership Development System (PLPDS) PM Certification policy. Implement the process for slating by Global Talent Development and assigning program levels for new programs and adjust program levels based on major program changes.

Provide leadership for PM process, tools and best practice discipline. As the RMD PM process owner, define, deploy and maintain all RMD PM directives, standard procedures and best practices, involving all applicable stakeholders. Represent the PM community in the review and approval of directives and standard procedures where program management is identified as a stakeholder. Promote PM community of practice and drive continuous/experiential learning.

Support programs in the conduct of program Independent Reviews (IRs). Assist programs in the identification and acquisition of IR chairs for startup and closeout IRs. Evaluate the effectiveness of IR preparation, conduct and follow-up by program teams and provide recommendations on improvements, as needed.

Assist in the preparation and execution of Program Independent Assessments (PIAs) to ensure programs are operating in compliance with all applicable PM requirements as defined in RTX PM Policies, RMD Directives and Standard Procedures. The PMX

Deputy Lead will also perform independent and objective reviews of Program Management effectiveness and use of best practices to drive successful program execution as a foundation for growth. PIAs will be performed either as separate activities or combined with planned program activities, e.g. Gate Reviews, Program Performance Reviews, EAC Reviews, etc.

Identify and drive projects/initiatives collaboratively across the enterprise and rollout of such across RMD towards a focus on flawless execution such as Independent Reviews, Risk and Opportunity improvements, EVMS adherence, Program Execution Readiness and Program Reviews efficiency and effectiveness.
Preferred location is Tewksbury, MA but will consider candidates within a commutable distance to an RMD site within the east coast. Travel required about 15% of the time.

Qualifications You Must Have:
  • 12 years of relevant management or program management experience to include 8 years of managing various types of programs (such as development, production & sustainment) through a wide range of program life-cycle stages
  • Experience in government, defense, aerospace or related industry
  • Raytheon Technologies Program Management Certification level 4 or ability to obtain within 6 months.
  • Bachelors degree; preferably in STEM (Science, Technology, Engineering, Math) or Business related discipline

An active and in-scope Secret US security clearance

Additional Details:
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

This position requires the eligibility to obtain a security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process.
