Raytheon Technologies Land Warfare & Air Defense (LW&AD) Mission Area has an exciting opportunity for an Associated Director, Contracts for the Close Combat Systems (CCS) and Multi Domain Attack Systems (MDAS) Program Area Directorates. We are looking for a passionate Contracts professional to accept a high degree of responsibility within a fast-paced, dynamic environment consisting of complex programs.

Job Description:
The candidate will lead the Close Combat Systems (CCS) and Multi Domain Attack Systems (MDAS) Program Area Directorates Contracts teams within the Land Warfare & Air Defense (LW&AD) Mission Area. As the Contracts lead of these two (2) Program Area Directorates, the candidate will provide continuous oversight and leadership to seven (7) Contracts professionals responsible for a mix of US DoD, foreign military sales (FMS), and international direct commercial sales (DCS) contracts.

The candidate will have the business acumen, subject matter expertise, and program knowledge to understand program performance, provide guidance and influence outcomes to achieve program and financial objectives. The candidate is responsible for regular communication with key leaders both internally and externally. The candidate will lead the robust change management process in order to recognize and eliminate ambiguities or unauthorized changes that could result in cost overruns, delivery and performance problems, and/or schedule delays in this development program. The candidate is expected to develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation.

The candidate will lead negotiation strategy development, review Request for Proposals (RFPs), Contract Change Proposals, and Request for Equitable Adjustments (REAs) for requirements and risks, ensure proposed solutions meet customer requirements, addresses risks, while meeting company policies and standards.

The Associate Director, Contracts will be required to work across the LW&AD Mission Area PADs and work closely with Program Directors/Managers, Product Line Leaders, Business/Estimating, and Office of General Counsel. The selected candidate will advise management of contractual rights/obligations and the means to mitigate contractual/program risks

Responsibilities to anticipate:
  • Develop customer engagement strategies necessary for successful contract execution and resolution of contractual matters.
  • Establish a close working relationship with the Program Directors/Managers, Product Line Leads, and supporting Functional Leads, as well as the Prime Contractor.
  • Handle all contracts duties resulting in achieving program and business area objectives.
  • Provide the necessary Contracts leadership for all contract pursuits, proposals, REAs, and negotiations within the CCS and MDAS Program Area Directorates.
  • Seek innovative contracting techniques to ensure mutually benefitting outcomes for both RTX and customers, as well as the international partners (end users).
  • Strong interpersonal relationship skills and ability to collaborate cross-functionally to achieve Program objectives
  • Take ownership of tough issues and use knowledge of situational dynamics to establish personal engagement strategy.
  • Work across the enterprise to shape opinions of key stakeholders, balance competing priorities while working in a fast-paced, dynamic environment.
  • Recognize business and contractual issues in program performance, implement solutions; carry to completion, while exercising good judgment as a leader.
The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications you must have:
  • 12 years of experience; preferably in contract administration, program management, including proposal preparation and contract negotiation for development, production and service contracts.
  • Bachelors degree; preferably in a business related field.
  • Experienced in management of complex contracts and/or subcontracts.
  • Prior experience in contracting including Federal Acquisition Regulations (FAR) terms and conditions and international contracting.
  • Experience developing effective relationships with customers.
  • Strong negotiations experience and demonstrated ability of cross-functional leadership within a geographically dispersed team.
