MIT Lincoln Laboratory is currently seeking an Assistant Division Head to join the senior leadership team of the ISR and Tactical Systems Division. The Division is comprised of approximately 350 staff in seven technical Groups and leads the development of advanced technologies and system prototypes to support current and future needs of the Department of Defense and Intelligence Communities.

The Intelligence, Surveillance & Reconnaissance (ISR) and Tactical Systems Division conducts research and development to enable world-leading end-to-end capabilities for the Department of Defense (DoD) and Intelligence Communities (IC). These efforts span technology development for advanced radio-frequency (RF) and electro-optical and infrared (EO/IR) sensing, signal and image processing, autonomous platforms, and high-performance adaptive embedded computing through full system prototypes for mission applications that support surface and airborne surveillance, counterinsurgency and counterterrorism, and air vehicle survivability.

The Division employs a mix of robust systems analysis, architecture-level assessments, and a deep “red team”-based understanding of U.S. capability needs and challenges to build a portfolio of specific programs at Lincoln Laboratory supporting the Air Force, Navy, Army, DARPA, and others.  A variety of specialized R&D radar and optical system laboratories as well as flexible airborne testbeds are used to provide rapid concept development, prototyping, and instrumented field testing at key national test ranges.  The division also partners closely with internal and external collaborators, including senior leadership in the government and industry, to support the development of long-term technology roadmaps.  There is significant growth in multi-service and multi-domain architectures and system of systems capabilities.

Responsibilities:

  • Reports to the head of the Division and the Laboratory Director’s Office, and may be responsible for major technical program areas that incorporate support from multiple technical Groups and Divisions.
  • Guides the Division’s advanced technology portfolio across groups enhancing synergistic opportunities.
  • Works with multiple line managers on enabling a range of systems analysis, architecture assessment, technology development, and system prototyping, and capability transition activities.
  • Develops and sustains programs and connections with senior leadership with key government and military sponsors including the USAF, Army, Navy, and DARPA.
  • Defines and leads critical studies to help guide and support the initiatives of senior leaders within the government and DoD.
  • Assists the Division Head in establishing short- and long-range plans and strategies and may direct the
  • activities of assigned units or departments.
  • Assists with formulating operating policies and procedures and may assume the duties of the Division Head during the Division Head’s absence.
  • Contributes to the career development, goal setting, and evaluation process for the Division’s employees.
  • Helps establish and champion the Division’s diversity and inclusion initiatives.

Qualifications:

  • The ideal candidate will have 15 years of relevant technical experience with 10 years of progressive
  • leadership experience leading a technical organization in the research and development industry.
  • Ph.D. in physics, electrical engineering, computer engineering, mechanical engineering or a related science or engineering field, or MS degree with demonstrated relevant experience.
  • Must bring an inclusive leadership approach and commitment to diverse and respectful workplace.
  • Must demonstrate clear strategic thinking and have demonstrated the ability to realize strategic visions through organizational alignment, team building, product road mapping, and scalable execution.
  • Must have outstanding communication skills and demonstrated ability to develop high-level briefings and report products suited towards strategic interactions.
  • Experience in the areas of military and defense research and development and systems engineering, either with a FFRDC, a national lab, technology organization or defense contractor.
  • Experience using systems analysis approaches to enable top-down and bottom-up identification of technology and system level needs and opportunities for new capabilities.
  • Experience leading engineering, development, testing, and transition of advanced technology prototypes (particularly for sensors, autonomous systems, and other tactical capabilities).
  • Experience with budgetary planning, and interfacing effectively with a range of administrative professionals, in order to participate and direct business planning activities relevant to the division’s operations.
  • Experience with senior level communications with government, military, and industry.
  • Knowledge of technology efforts within the DoD including DARPA is desired.
