We have an opening for an Assessments/Security Incident Reporting Office (SIRO) Lead/Group Leader. You will lead a team of individuals and perform a wide variety of assurance functions requiring independent evaluation and follow through to ensure compliance with Department of Energy (DOE) security standards. This position reports to the Assurance Manager within the Security Organization (SO).

This position will be filled at either the J01.3 or J01.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties
- Lead and coordinate workload of Assurance Specialists and SIRO personnel, provide technical direction, and operational guidance; ensure staff have proper understanding of policy, procedures, and equipment to perform duties and complete tasks in compliance with DOE/LLNL security directives in accordance with the directive or SO policies and procedures.
- Serve as a point of contact for external/internal reviews and audits. Identify, plan, coordinate, and conduct self-assessments, analyze compliance, identify discrepancies, recommend solutions, direct, and monitor corrective actions.

- Serve as a point of contact for Incidents of Security Concern (IOSC); establish and maintain the Laboratorys procedures for the identification, characterization, reporting, classification, and timely dissemination of IOSC to appropriate personnel at LLNL, National Nuclear Security Administration, Livermore Field Office, and DOE.
- Analyze and interpret plans for DOE Orders, requirements and guidance; provide direction and determine courses of action necessary to assure compliance with security orders and other directives relating to a wide variety of security disciplines in collaboration with other members of the SO.
- Plan, organize and conduct investigations regarding IOSC; issue security infractions to responsible individuals; interview involved personnel and document findings in investigative reports.
- Provide security briefings concerning IOSC; create and distribute detailed IOSC statistics; brief SO management and the Livermore Field Office.
- Participate on programmatic self-assessment teams to evaluate security procedures and implementation within LLNL programs.

- Participate in SO special studies, reviews, and project groups to review and evaluate security issues and recommend actions.
- Perform causal analyses.
- Perform other duties as assigned.


In Addition at the J01.4 Level
- Supervise Assurance Specialists and SIRO personnel, provide technical direction, performance management, operational guidance, and assure team receives proper training and mentoring to develop technical competency; ensure staff have proper understanding of policy, procedures, and equipment to perform duties and complete tasks in compliance with DOE/LLNL security directives in accordance with the directive or SO policies and procedures.
- Serve as the primary subject matter expert for security-related assessments and IOSC, provide technical direction and collaborate with senior management to formulate strategy and tactics to complete long-term goals for the Assurance Management Office.
- Oversee and manage all security-related Management Self Assessments, Management Observations and Inspections within the SO and LLNL directorates; provide guidance, direction and oversight to validate the effectiveness and provide feedback on the purpose, scope and methodology; evaluate/accept all assessment plans prior to inclusion in Institutional Assessment Plan and all completed assessment reports.


Qualifications
- Bachelors Degree in security or related field or equivalent combination of experience, education, training and related experience in security disciplines.
- Demonstrated effective written, verbal, and interpersonal skills to interact with diplomacy and tact with a wide variety of personnel and disciplines internal and external to the Laboratory
- In-depth knowledge and understanding and significant experience applying a variety of security principles (physical, industrial, or technical security concepts) and advanced regulatory requirements to solve unique/complex problems and monitor compliance in a regulatory environment.
- Experience conducting audits, inspections, self-assessments, and/or investigations, as well as causal analysis, identifying discrepancies; and recommending, developing, and monitoring corrective actions with a security discipline.

- Knowledge of work control and work planning processes. Proficient with computers and the associated software (e.g., Microsoft Word, Excel, and PowerPoint).
- Experience working independently and in a team setting to research and analyze alternative approaches and develop sound solutions to complex problems.
- Organizational skills, able to independently determine and set priorities and to effectively manage completion of multiple projects and assignments in a timely manner.


In addition at the J01.4 Level
- Experience managing a diverse group of exempt staff.
- Significant experience analyzing self-assessment, audit findings, proposed designs and operational procedures and using the analytical results to research and provide cost-effective security recommendations.
- Significant experience applying in-depth knowledge of DOE orders and requirements in the development and implementation of security policies and procedures, interpreting federal and local requirements, and creating procedures or implementation plans.

Desired Qualifications
- Knowledge of SO policies and procedures.
- Accreditation in the use of the DOE Safeguards and Security Information Management System (SSIMS).
- Completion of the DOE Conduct of Inquiries and/or DOE Legal Aspects of Inquiries training.

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.For additional information, please see DOE Order 472.2.

Note: This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
