Lockheed Martin Corporation's Rotary Mission Systems (RMS) business is in search of a highly motivated staff level Test Station Development Engineer (TSDE) lead to join our rapidly expanding team in Marion, MA.

This unique position requires that the candidate owns and provides solutions for each test station development, with each particular station being its own separate entity (it may or may not be related to prior work we have performed). Potential solutions for each effort can be in the form of:
1. Outsourcing the development work to other Lockheed Martin business units
2. Outsourcing the development work to other companies, external to Lockheed Martin
3. Forming a Lockheed Martin Marion team to develop a test station
4. Modifying existing test stations
5. Working with our customers to use/modify/ their test stations
6. Internally developing the test station
7. Other creative solutions

Since some test stations will be classified, the person will either have, or possess the ability to obtain a secret level Department of Defense (DoD) Security clearance.

For each test station to be developed and/or upgraded, the is tasked must find the best solution, minimizing risk, complying with specified cost and schedule, and building and orchestrating the team/support necessary to produce a robust and completely documented test station. At any given time, there could be zero to many (five or more) stations in varying phases of development (research, bid, procurement, building, test, qualification, etc.).

The end use for each test station will be as varied as our business areas. Each test station will comprise electronic circuit card assemblies, COTS test equipment, components, software (LabView), and cables

The successful candidate needs to also be a very strong technical leader, and creative thinker, with a penchant to build stations compliant with all specified requirements, within the allotted cost and schedule. A history of test station development, and leading test station development across a diversified team of engineers, suppliers, quality, manufacturing, etc., in all programmatic phases, is required.

For each test station development, the person will either own, or delegate the following activities:
1. Control Account Manager (CAM) with Earned Value Management in accordance with (ANSI/EIA-748)
2. Performing a combined role of technical engineering team leadership and Earned Value Management (technical, cost, and schedule integration/analysis/reporting)
3. Test station HW and SW development
4. Managing risk and opportunity
5. Conforming to Defense First Article and Qualification testing

It is highly desirable if the person is expert with Control Account Management particularly for defense contractors. Some of these CAM responsibilities/delegations include schedule planning and monthly measuring each test station development. Additional responsibilities (or delegations) for each station will include actual cost collection, variance analysis and resultant corrective action, and estimating costs at completion.

Other required skills are outstanding verbal and written skills, in a clear and concise manner; the ability to present in a favorable and impactful way to large audiences including internal management and external customers. This position will require frequent meetings at the program office level, with customers, and with senior management as well as with the engineering team. Frequent bid and proposal work will be required, often times requiring considerably more than 40 work hours per week.

The candidate should be energetic, able to work independently, yet thrive in a team environment and have sound theoretical and practical experience

Basic Qualifications
At a minimum, the candidate must either possess at least a BS in electrical engineering, computer science, or systems engineering (or have substantial equivalent experience), and have 6+ years of experience as a successful test station development lead

The qualified candidate must have:
1. US Citizenship
2. Possess the ability to obtain a secret (or higher) security clearance
3. Mastery of Earned Value Management (ANSI/EIA-748) practical experience earned value managing, scheduling, earned value measurement and collection techniques
4. Strong theoretical and practical experience
5. Outstanding ability to multitask
6. Long and successful history of designing, testing, and troubleshooting
7. The candidate must have a track record of strong technical leadership of multidisciplinary teams, with the ability to motivate and energize team members in a fast paced and demanding environment
8. Excellent written, verbal, and presentation skills
9. Requires capability to establish and track schedules, budgets, and interface with military customers, vendors, and subcontractors for major components or sub-systems
10. First article and margin testing experience
11. Experience with system level Built-In Test (BIT) analysis, BIT coverage, and effectiveness calculations are required
12. Excellent interpersonal skills and work well in a team environment
13. Ability to thrive in multitasking environment, supporting multiple programs simultaneously
14. History and willingness to follow instructions
15. Mastery of MS Office suite including MS Project and PowerPoint

5. Prior proposal and bid experience
6. Many years of sound digital, high speed digital logic and signal integrity experience
7. Familiarity with Clearcase
8. Proficiency with EPDM
