Working level Systems Engineering Functional Management (L-Coded) position supporting the C2 Ground Family of Programs, support both classified and unclassified systems engineering efforts in the C2 Ground/Dogpatch business area. This is a full spectrum leadership position, responsibilities include ensuring the organization's staff is meeting all program and business commitments and to work with the Program Leadership team to drive Program Execution

Develop mission analysis and CONOPS, develop and analyze requirements, support architecture definition, design, test, and field support activities through full system engineering life-cycle. Support Technical Training of the Operational system and the Technical and Maintenance Support for Training Manuals use by end customer. Create technical training plans and perform training classroom instruction of mission operation as required

Coordinate with the EPMs to understand and identify resource requirements.
Provide Coaching/Mentoring to ensure the staff has the technical knowledge to meet their commitments

Requires the ability to appropriately balance and prioritize customer requirements with the needs of subordinate engineers. Also, serves as the responsible Cost and schedule manager for the Systems Engineer team which includes Systems, RMA, Obsolescence Management, Manual and Training, and other disciplines as assigned. Selected candidate will be responsible for managing technical planning, execution and support for the programs. "Care for People" responsibilities include staff recruiting, re-assignments, performance evaluations, promotions, recognition, career planning, career counseling, training, terminations, and other job actions

Cost, schedule, risk management responsibility is part of the job. Review and discussion of Paid Time Off balances for all individuals within your team. Development and management with creativity to stretch thin budgets to provide training. Day to Day personnel challenges - conflict resolution, performance improvement, reassignment challenge, retention, energizing the team. Works closely with program team and IPT leaders to ensure equitable sharing of meaningful, interest, and challenging work assignments to team members, while also providing stretch assignment opportunities to maximize growth potential. Monitor work progress at various level of oversight consistent with job level. Lead 10-15 direct reports who directly support the Rotary and Mission Systems (RMS) Line of Business.
Regular internal collaboration with Business Unit Director and Senior Technical Leadership, Program Management Team, Program Chief Engineer, and Functional Management team

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Team leadership and CAM experience including skills with MS Project, understanding of EVM, risk management and scheduling experience with a large, complex software system. Full SE life cycle experience-RQMTS-DESIGN-VERIFICATION. Personnel utilization projections and tracking

Basic Qualifications

A solid understanding of Systems Engineering designs and user needs and operations
A solid understanding of the system lifecycle process for complex systems
