We are seeking a Director of the Judiciary Engineering and Modernization Center (JEMC) Federally Funded Research and Development Center (FFRDC) to join the MITRE leadership team.  The JEMC FFRDC Director has the overall responsibility for the leadership, management, strategic vision, and administration of the FFRDC. The Director manages the overall JEMC work program and ensures that the program addresses the Judiciarys needs at the appropriate strategic and technical levels in an integrated manner, focusing on mutually agreed upon business, engineering, security and modernization objectives.


 


The position reports to the MITRE Public Sector (MPS) Senior Vice President (SVP), and is fully accountable to the SVP for the successful development and execution of strategy and outcomes. The primary function is to ensure that the FFRDC addresses the strategic, operational and security goals of the Federal Judiciary.  This position requires a close working relationship with senior leaders at Administrative Office of the U.S. Courts (AOUSC), the Federal Courts, and various Judicial Conference of the United States (JCUS) Committees, with the goal of becoming a trusted adviser for the leadership on major initiatives, policies, challenges, and priorities. This individual will collaborate with leadership from MITRE's other portfolios, program divisions, and technical centers to ensure that MITRE has an integrated set of portfolio strategies that will deliver sponsor solutions.  In addition, he or she will work closely with academic and industry partners to ensure mutual success and the highest quality support for the FFRDC.


 


Key Functions and Responsibilities


 


The Director shall provide advice, leadership, and guidance to JEMC Project Leaders, technical and business leaders, and the JEMC Chief Engineer. The Director shall build effective relationships with Judiciary stakeholders and shall increase her/his understanding of the Judiciarys culture, mission, and environment. The Director shall solicit feedback on the JEMC contributions and impact and shall ensure effective transition of completed work to government or other contractors as appropriate. Recognizing the value of this role to the Judiciary, the JEMC Director shall provide the AOUSC in developing strategies, risk assessments, presentations, briefings, reports, and other items for the benefit of stakeholders, courts, and committees.  In addition, the individual will:


    Manage the JEMC senior leadership team; providing vision, leadership and development


    Responsible for and oversight of the financial health of the FFRDC: risk memos, overall cost, accounts receivable, future demand projections, future cost projections


    Responsible for the overall strategy of the JEMC FFRDC, including aligning it with the Federal Judiciary and Administrative Office (AO) strategic plan and MITRE strategy.


    Represent the JEMC and MITRE externally as a Subject Matter Expert (SME) on issues facing the Federal Judiciary, including, speaking at conferences, consortiums, high-level partnerships, and other external engagements.


    Active engagement and management of the JEMC Portfolio initiative funds to ensure MITRE is investing in the most impactful technologies.


    Active engagement and oversight of MITRE's academic partnerships to develop a future vision and strategy to best engage academia.


    Ensure all FFRDC contract compliance, including implementation and execution of the Organizational Conflict of Interest Compliance Program for all JEMC FFRDC activities.


    Serve as primary customer/sponsor escalation contact and sponsor interface.


    Be accountable for all FFRDC employees, support entities, task orders. subcontractors and consultants working under all task orders issued under the JEMC contract.



 












Position Qualifications


    Demonstrated ability to successfully run a business unit, identifying new opportunities, generating revenue, managing costs and maintaining business controls


    The ability to achieve outcomes through well-reasoned arguments, trusted relationships, and demonstrated results. 


    The ability to form trusted relationships at varying levels of the Federal Judiciary, including AOUSC and the Courts.


    Technically adept in areas such as systems engineering, cybersecurity, mobile security, or a related field. 


    The ability to communicate complex technical topics to senior individuals in the Federal Judiciary, Courts, private industry and academia


    Must possess excellent organizational, financial, and managerial skills and must have demonstrated ability to exercise independent judgement


 


Minimum Qualifications


    BS and 15 years of related experience


    Understanding of courts and how they operate


    Comfortable with technology and taking complex details to position courts to make decisions


    Demonstrated capability managing teams within a matrixed, technical organization


    Clearance:  Secret

    JD Degree


    FFRDC knowledge


    Federal Judiciary experience


    Change management experience


    Understanding of cybersecurity landscape
