The LCS Test Lead Engineer will perform the following tasks:

Work with the on-site Mission Systems Support Manager in Marinette to coordinate Littoral Combat Ship (LCS) Test & Evaluation (T&E) activities including planning, documentation, test procedures and execution of shipboard installation, configuration, testing, debug, trials, and certification, for the following Mission Systems areas: TRS-3D/4D Radar (ASR); MK 31/32 Sea Rolling Airframe Missile (SEARAM) Guided Missile Weapon System (MLS); AN/UPX-29(V) Interrogator System (IFF); 57mm MK 110 Gun (GS); MK 110 FCS-57 Fire Control System (GFCS); ALEX MK 137 Mod 1, 130mm Launcher (DLS); WBR-2000 (ESM); Total Ship’s Computing Environment (TSCE); Exterior Communications System (EXCOMMs); and COMBATSS-21 (C2)

Coordinates test activities with Fincantieri Marinette Marine (FMM) Representatives (Engineering, Production, Test, Planning and Supply) as well as with Lockheed Martin (LM) Site Engineers, Quality Assurance (QA), and Maintenance/Cable Technicians personnel. Also coordinates with Government representatives on all shipboard test activities regarding the specific hull(s) assigned to in order to achieve program milestones

Develop and implement the hull test strategy and schedule, integrated with the ship production, HM&E, cable, navigation, and combat systems test schedules

Coordinate test planning, dependency management, and test conduct of the Stage 4 to 7 testing by working with the Installation Engineers (Sea Frame, Combat Systems), Ship Builder, LM teams/functional groups, vendors and the customer as required

Identify and communicate issues identified during the Mission System installation and test activities and assist with the development, coordination and execution of mitigation efforts as appropriate

Coordinate the development and documentation of daily test plans to both status and manage test program progress as well as any shipboard system interdependencies

Coordinate trials planning and conduct with all stakeholders for the Mission Systems area. Support underway test events and subsequent trial card resolution as required

Assist in future technical proposal development efforts on an as-required basis

Assist with the implantation of changes/modifications to future hulls including the review of technical data packages, updating test procedure and test plans and coordinates with engineering activities to assist with identification and resolution of potential technical issues.

Coordinate Frequency Authorization meetings with the customer for assigned hull(s)

Serve as primary LCS Test Lead liaison with the US Navy test community for the assigned hull(s)

The candidate will also be expected to work in a dynamic and demanding environment that includes additional work hours that are required to meet schedule commitments and support emergent program requirements. This will include evenings, off-shifts and/or weekends on an as-required basis

Basic Qualifications
• Candidate must have an active security clearance

• Candidate must have the communication skills required for effective interaction with LM management, the customer, vendors and shipyard personnel on complex program and technical issues down to and including the tradesmen working “on the deck plates”

• Candidate must be able to work without appreciable direction while exercising considerable latitude in determining technical objectives and approaches to accomplishing assigned tasks to meet program goals and schedules.

• Candidate must be a self-starter, motivated, and capable of working effectively with all stakeholders and capable of using ingenuity and creativity to resolve issues

• Candidate must possess the analytical and organizational skills to effectively track, manage, and status multiple technical and construction activities concurrently and when issues arise, effectively lead the team through successful resolution.

• Candidate must have the ability to define, document, and implement improvements to site test and production processes and ensure all Contractor Operator and Work Instructions are current

• Candidate must possess technical expertise in the area of Integration and Test with a proven track record of managing a large project and all related aspects that feed into that project. This includes experience working in a shipboard environment with C6ISR and/or HM&E systems

Desired skills
Understanding of ship construction methodology for mission systems: e.g., foundations, mounting methods, grounding and bonding, cable runs (TEMPEST, PDS, etc.), compartment security processes, cable terminations and test, initial light-off and set-to-work activities, Stage 2 to 7 testing, test and certification support activities (IATT, IATO, Frequency Allocations, SAR Requests, etc.) and general shipboard testing and scheduling is desired

Ideal candidate would have a familiarization with CCI/COMSEC/KEYMAT

Ideal candidate would have sound knowledge and experience with USN regulatory body requirements, classification standards, marine engineering practices, specifications and rules for above areas

Ideal candidate would have an excellent understanding of an Integrated Master Schedule (IMS) and activities to maintain/achieve each line item under Test and Evaluation budget for both the class and each hull

Ability to perform in depth analyses and studies, make professional presentations, and keep up with technological advancements with related equipment/systems
