The Requirements Lead works with the architecture lead to establish the structure for requirements documentation on the program. He is responsible for preparation and criteria for review of documentation. He is responsible for ensuring Program Plans, specifications, analyses, requirements references, requirements databases, changes, and new documentation meet stated program goals. This role is to act as the mentor, reviewer, judge, and collaborator to ensure program technical excellence is maintained and documented. The Requirements Lead is not the sole reviewer or creator of documents but assists appropriate staff or peers to solve issues in accordance with Program and CE needs. This role ensures the coordination of the team to achieve improved process and documentation goals.

– Requirements Change Notice (RCN) Process Oversight and Administration
– Ensure Program Plans are maintained within PDP review cycle as needed
– Oversee creation and revision of documentation, including ensuring peer-review and similar add value
– Work closely with other functions and SMEs to ensure requirements management meets program needs
– High level of contribution and recommendations to Failure Review Board (FRBs), test issues, field issues, and yield improvement when requested
– Processing, recording, documenting, storing data and tools that may include special access or specific clearance
– Manages tools to trace requirements and actions; Documents knowledge, mentors, trains, and contributes to knowledge transfer
– Provides status to leads, CE, Systems IPT

– Acts autonomously to seek solutions with Subject Matter Experts (SMEs); Receives priority direction from program mangement
– Has authority to structure requirements, review, and release activity and coordinate with stakeholders
Meeting Requirements for the Role: (Subject to change)
– Requirements and Architecture Team Meetings
– Requirements Change Board; Project IPT status mtgs and FRB mtgs where required; Systems IPTs and Flowdowns
Success Criteria:
– Speed and technical success of requirements activity; Contributing to and documenting knowledge for team; and gaining CE, PM, E&T Mgr, and customer satisfaction
– Systems Engineering process is understood and used by the team
– Closing critical documentation gaps

Basic Qualifications
A Systems Engineer performing the Requirements Definition function will assess, and assist in the definition of achievable design characteristics for an objective system. These characteristics are synthesized into an implemental system architecture and system level design requirements are synthesized. System level requirements are documented in DOORS and flowed down to lower level testable structures, and testable modular hardware and software. Interface requirements are captured in an ICD. Trade studies are performed to optimize system performance capabilities while considering manufacturability, testability, and affordability impacts to overall solution and program strategy. Risk and Opportunity Management analyses are performed to mitigate technical issues and optimize program cost and schedule. System Technical Performance Measures (TPM) are defined and tracked as the program matures. Advanced capabilities include generation and execution of a Systems Engineering Management Plan (SEMP) and capabilities for defining system tolerances, timelines, and human interfaces
