First-level manager of the Systems Engineering Unit responsible for Reliability, Maintainability and Availability (RMA) and Safety for all RMS Owego & Syracuse programs. RMA focuses on developing and optimizing RMA approaches for system of systems, systems, subsystems, and components. The manager should be able to understand and support planning and execution of proposal activities (via analysis and modeling), various RMA tests, and FRACAS for all products, subsystems, system of systems, and a system Interrogative Diagnostics System (IDS). Position requires a strong engineering understanding of and experience with program lifecycles. Candidate must be familiar with Systems Engineering Principles and Practices. Strong interpersonal and organizational skills are required to create a positive environment for motivation and growth of employees. This position requires interaction with Program Management, Chief Engineer, Test Director, Architects, Engineering Project Managers, suppliers and customers. Key responsibilities also include schedule, earned value management, workload balancing and staffing. Manager is responsible for all Human Resource elements including staffing (ensuring right-sized and appropriate skills to address current and projected program needs); employee performance planning and evaluation; employee development; employee compensation and recognition. Manager is responsible for Unit schedules and financial management commitment to the programs. Manager is the process and core competency owner for all engineering activity associated with the Unit. Manager is responsible for the capture and B&P process and execution for the RMA portion of new opportunities. Excellent oral and written communication, team-building, and mentoring skills are a required

Basic Qualifications
Full Spectrum Leadership; strong interpersonal skills; experience in the Reliability and Maintainability domain, including process and execution; program management knowledge (CAM or proven EVMS knowledge); proposal experience; ability to lead technical teams; excellent communication skills; team building skills; and mentoring / coaching capability. Must be intimately familiar with RMS processes and procedures. Candidate must have a Bachelor of Science in Electrical, Mechanical, or Systems Engineering, or equivalent

Desired skills
Candidate has demonstrated experience leading a virtual staff as well as an on site team. Previous functional leadership experience. Experience with GRID, cost estimating, and metrics
