This position is intended as a transitional role with the expectation that the incumbent will assume the responsibilities of the Department of the Navy Portfolio Director (PD) position within 6 months.  The Naval Deputy PD (DPD) will work closely with the current PD to maintain close working relationships with senior leaders across the Navy and Marine Corps, and with the goal engaging those leaders on major initiatives, policies, challenges, and priorities and on enhancing MITREs value and impact across the Department of the Navy.


In coordination with the PD, the Naval DPD:


  • Is accountable for the successful development and oversight of the sponsor portfolio work program.

  • Leads the formulation and management of the sponsor portfolio strategy, including the sponsor's environmental analysis, customer value analysis and the sponsor portfolio analysis, updating these analyses regularly to ensure that they are current and relevant.

  • Leads the development and execution of a multi-tiered sponsor engagement strategy in partnership with the appropriate Program Divisions and Technical Centers.

The Naval DPD position will be located in Washington metro area and will require local or overnight travel to geographically dispersed sponsor and MITRE site locations.


Key Functions:

Strategy: Provide leadership to Naval portfolio team to identify major portfolio trends, thrusts, and issues, continually shaping the portfolio accordingly.


Sponsor/Stakeholder Engagement: Develop, maintain, and proactively manage sponsor and stakeholder relationships at all levels of the portfolio leadership team.


Work Program Definition and Execution: In collaboration with Partner TDs, define, develop, and execute the Naval work program with objectives and outcomes addressing the Department of the Navys most pressing challenges.


Collaboration: Ensure alignment of activities, deliverables, and outcomes within the portfolio and across other portfolios


Communications: Ensure that Naval portfolio objectives, goals, and accomplishments are well understood by everyone associated with the portfolio and throughout all layers of the portfolio's work program.

Minimum Qualifications:
Bachelors Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 15 years of related experience. The candidate will demonstrates the ability to operates effectively at high levels within customers' and potential customers' organizations, recognizing and following through on opportunities in new areas and/or with new customers.

1) Significant leadership experience as a Portfolio Director, Technical Director, Portfolio Manager, Department Head or a senior staff level position within a portfolio or at a division level and with a proven track record of increasing MITRE's value and impact.


2) Proven track record of building and maintaining trusted sponsor relationships.


3) Proven track record of building effective internal and external partnerships to increase MITREs value and impact.
