Weapon System Test Manager for the Weapon System Engineering, Integration and Test IPT of the Terminal High Altitude Area Defense (THAAD) program, reporting to the Senior Manager, THAAD Weapon System Engineering, Integration and Test. The THAAD weapon system is designed to protect U.S. forces and friends and allies from Ballistic Missile attack. The program is highly dynamic and fast paced, currently involving sustainment and field support of Fire Units delivered to the U.S. Army, production of additional Fire Units, hardware and software product improvement, and foreign military sales. The Candidate will manage Flight and Element Integration test activities for the THAAD weapon systems and sub-systems for MDA/U.S. Army and Foreign Military Sales deliverables, including monitoring the integration of hardware into prototype and tactical testbeds, formal software test, hardware qualification test, HW/SW integration. Close integration with the THAAD Radar contractor is required in both a collaborative and subcontract management role of the technical integration of the Radar with the weapon system. The position is responsible for approximately $45M yearly budget across multiple contracts. The Candidate oversees the synthesis of customer contractual needs and requirements into system test solutions that acknowledge technical, schedule and cost constraints. The candidate will be responsible for estimating required resources, controlling cost accounts using Earned Value Management, and supporting proposals for new pursuits. The candidate will work closely with MDA customer counter-parts to ensure test activities are planned, resourced, and executed in an efficient and successful manner. Also required is to manage the development and direct preparation and execution of comprehensive test plans, procedures and schedules for complete systems and/or subsystems. Directs the following activities: establishing program plans in support of weapon system test events, establishing functional and technical specifications and standards, solving hardware/software interface problems, defining input/output parameters, and ensuring integration of the entire system or subsystem. Requires close coordination of subsystem and/or system testing activities with Systems Engineering, Hardware and Software Engineering, leadership and the customer is required to ensure success. The candidate will have responsibility for personnel development, training, performance assessments and retention. In addition to individual contributor management responsibilities, the selected candidate will also handle "Local Leader" duties. The Local Leader is responsible for providing day to day functional oversight to engineers within his/her technical discipline. The Local Leader will also: - Provide solution based technical mentoring to improve program performance and to drive error free design through the use of proven tools, processes and predictive measures. - Work collaboratively with the program and functional leaders to manage staffing requirements and plan job assignments and rotations to sustain engineering capabilities and critical skills. - Be responsible for performance management, career development, and personnel related activities. Some travel may be required

Basic Qualifications
1) Candidate must have a BS degree in Engineering or related field and/or related experience.
2) Candidate must have 10 years experience in Integration and Test of a large scale weapon program including 5 yrs experience as an project/IPT Lead.
3) Candidate must have experience in Test Plan developing (applying MIL-STD-810) and reporting including qualification and acceptance testing.
4) Candidate must have experience in communication and briefing senior level program and customer management.
5) Candidate must be experienced with contract acquisitions and execution processes of integrated Task Orders, developing SOW and technical baselines with customer, and formulating integrated organizational response to large scale proposals of $20M+
6) Candidate must possess leadership skills and behaviors that align with Lockheed Martin Full Spectrum Leadership Imperatives.
7) Candidate must possess an active secret clearance

Desired skills
1) THAAD program Weapon System knowledge and familiarity with the Missile Defense Agency.
2) Familiarity with Redstone Test center, government test labs, National test ranges, and flight test operations.
3) Familiarity of NTR Universal Document System Processing, range sensor management and assignments for data collection of test objectives.
4) Familiar with Certified Test Conductor practices and certifications.
5) Capability to integrate System Engineering requirements, modeling & simulation, HWIL activities to achieve program objectives
6) CAM/EVM Experience
7) Greenbelt Certification
8) Experience managing in a dynamic, fast paced environment with ability to manage multiple high priority tasks
