We are currently seeking an experienced Lead Software Developer who will perform a variety of functions with the following qualifications.
Key Functions:
Support an integrated team of legal, security, policy and operational (mission) stakeholders by interpreting and implementing data access and handling business rules based on law, policy and mission sensitivities from a data services standpoint.

Advise a federal agency on the technical implementation of Data as a Service (DaaS) to support cross-collaboration with intelligence and law enforcement partners.

Technically design and create data architecture artifacts that are compliant with the Federal Enterprise Architecture Framework (FEAF) and Intelligence Community Standards.

Create and verify machine readable XML instances based on data encoding of XML specifications, while leveraging mission based vocabularies, ontologies, and/or taxonomies.

When applicable, advise the government on the steps needed to increase the maturity of its data management life-cycle to include auditing, logging, retention, provenance, and legal

Work with Enterprise standards groups to assist with the migration of data into centralized platforms in accordance to specifications.

Task will involve understanding data formats and converting them into specification while leveraging mission based vocabularies, ontologies, and/or taxonomies.

Work across organizations and agencies to build a common understanding of use cases and help other groups follow established practices for agency specific ETL.










Required Qualifications:
Active Top Secret clearance.

Eligible for CI Polygraph.

Eligible for SCI Access.

Bachelors Degree and/or 5+ years of proven relevant experience.

Experience with JAVA.

Experience with XML/JSON.

Experience with REST/SOAP Web Services.

LINUX operating system experience.

Experience with ETL (Extract/Transform/Load) for large volumes of data

Experience or strong familiarity with the AGILE software development lifecycle.

Experience developing within a big data, cloud, and/or data lake environment.

Ability to multi-task and work in a fast-paced environment.
Preferred Qualifications:
Bachelor of Science (BS) in Computer Science or related discipline and/or 10+ years of relevant experience.

Possess at minimum, a current CI polygraph.

Possess active SCI access.

4+ years experience with JAVA.

Exposure to multi-threaded development

Exposure to cloud-based platforms (Hadoop, ZooKeeper, Accumulo, etc.)

Exposure to Niagara Files (Apache NiFi)

Exposure to OpenStack technologies (Cloudera/HortonWorks/etc.)

Strong communication and Interpersonal skills appropriate to interact with senior government officials.

Comfortable in advising stakeholders in metadata infrastructure design, strategy and implementation.

Experience developing analytics in a big data environment.

Experience applying XML data encoding tags to large, federal agency data sets.
Minimum Qualifications:
BS and 3 years related experience.
