The Radio Frequency spectrum is a limited public resource and the lifeblood of the wireless industry. Supported by the Director - Spectrum and Device Technologies (Chief Technology Office), the Technology Strategy Spectrum team is responsible for ensuring TELUS acquires and uses this critical resource in the most efficient and effective possible way for the benefit of our customers. This is a unique opportunity to work at the intersection of technology, business and public policy, and to make a significant on impact TELUS’s business and the wireless industry and Canadian society at large.


With over 1000+ professionals across Canada, the Chief Technology Office (CTO) team drives the next-generation fixed and wireless technology evolution for TELUS’ technology roadmap and is responsible for creating, designing, building and testing new technologies and services such as MBB, IPTV, client applications, and others. The CTO team also includes our TELUS Security team, who drive TELUS’ security roadmap, based on our “secure by design” guiding tenet.

What YOU Will Do:
  • Proactively shape Canadian spectrum policy by authoring responses to ISED public consultations related to spectrum, in collaboration with the Federal Government Regulatory Affairs team
  • Actively participate and drive TELUS’ interests in standards bodies and other spectrum-related forums (e.g. 3GPP, RABC, ITU)
  • Manage and track TELUS spectrum assets, spectrum subordination, spectrum metrics, license obligations, terms, and competitive spectrum intelligence
  • Design and develop new tools and processes to enhance spectrum management
  • Lead spectrum auction virtual teams in charge of developing auction strategies, and actively participate in spectrum auction bidding processes
  • Collaborate with the Corporate Development team on spectrum valuations and spectrum-related mergers or acquisitions
  • Stay abreast of global and Canadian spectrum technology and policy developments, and provide updates to the leadership team as required
  • Support the wireless network development and engineering teams in effectively planning, deploying and using TELUS-licensed spectrum


What YOU Bring:
  • Solid understanding of spectrum management fundamentals: planning, allocation, assignment, licensing, monitoring
  • Knowledge of Canadian, US and global spectrum regulatory frameworks, and associated organizations (ISED, RABC, ITU, FCC)
  • Familiarity with auction theory and spectrum auction mechanics
  • Deep understanding of wireless communications and RF engineering fundamentals, including radio propagation, capacity planning and interference management
  • Broad working knowledge of mobile communication technologies (LTE, 5G, Wi-Fi) and standards (3GPP, IETF) with deep understanding of their spectrum applications (band classes and ecosystems, carrier aggregation)
  • Knowledge of satellite communications technology would be an asset
  • Outstanding communication and presentation skills in English (French a major asset)
In YOUR Toolkit:
  • Bachelor’s degree in Electrical, Electronics or Telecommunications Engineering 
  • MBA or Master’s/PhD degree in a Science or Engineering related discipline an asset
  • 7+ years in the Telecommunications industry
  • 2+ years in Spectrum Management or Telecommunications regulation
